Description

As part of our project management team representing our client, you will be involved in the management and development of the future Terminal 5 building and its associated facilities. You will be based at the Changi East Project Office, the site of the future Terminal 5 building.

Job Description

You will be part of the team responsible for managing the planning, procurement and execution of assigned building construction packages in Terminal 5 development. You may also be tasked with design and construction management of the road tunnels and APM stations / tunnels for Terminal 5 development.

This role serves as the key interface between consultants, contractors and stakeholders to ensure projects are completed on time, safely, within budget and of the highest quality standard.

Requirements

• Good degree in Mechanical Engineering.
• At least 8 years of relevant working experience in the design and project management of mechanical systems for tunnels, infrastructure, or rail development.
• Processes good experience in the design and implementation of mechanical systems for large-scale projects.
• Good knowledge of the design codes and standards for M&E Systems.
• Familiar with the Authorities’ requirements and the submissions and approvals
• Self-motivated, driven, assertive and analytical with good written and verbal communication skills.
• Able to work independently to deliver results and have good project management skills.
• Good team player and able to handle fast-paced projects.
• This role requires both deep functional knowledge of mechanical systems, and the flexibility to manage projects across other functional/technical areas besides mechanical systems.

This position is a 3-year contract with the possibility of renewal.

We are seeking a dedicated and experienced Manager / Lead M&E Commissioning Engineer to oversee the testing and commissioning of electrical and mechanical systems for major engineering projects. This role is ideal for individuals with a solid understanding of M&E systems who are ready to take the lead in ensuring operational readiness and compliance across complex infrastructure environments.

• Take charge of the end-to-end commissioning process for both electrical and mechanical systems at project sites.
• Supervise a team of engineers and technicians in the execution of functional tests, troubleshooting, and performance verification.
• Coordinate with multiple stakeholders, including project teams, vendors, and consultants to align on project milestones and commissioning plans.
• Ensure all systems are tested according to relevant standards, safety procedures, and client specifications.
• Provide technical guidance during energization, equipment startup, and system integration phases.
• Review technical drawings and specifications to validate system performance and resolve issues during implementation.

• Degree or Diploma in Electrical, Mechanical, or Building Services Engineering.
• Minimum 5 years of relevant experience in commissioning or project engineering for M&E systems.
• Solid knowledge of system testing procedures, technical drawings, and on-site coordination.
• Strong leadership, problem-solving, and communication skills.
• Comfortable with site-based work and managing multiple systems in a dynamic environment.

Responsibilities:

• Establish project team, project name, number, and document files.
• Work with the main building contractor’s master schedule.
• Check and review system design and specifications for compliance and performance.
• Appoint sub-contractors for different trades and establish their scope of work and liabilities.

• Experience in project handling, preferably dealing with air-conditioning, chiller, or HVAC systems is an advantage.
• Proficient in Microsoft Office and AutoCAD.
