Job Scope
- Carry out the duties of a WSHO as outlined in legislation and regulations.
- Ensure all statutory acts, regulations, company safety rules, and codes of practice are implemented and complied with by all staff.
- Provide coaching and guidance to the workforce on workplace safety practices.
- Implement and oversee the project-specific HSE management system and programs in alignment with corporate procedures.
- Support company and project initiatives to achieve HSE-related awards and certifications.
- Perform site safety audits, inspections, & compliance checks.
- Identify and address gaps in WSH/Environmental systems, procedures, and performance, recommending improvements.
- Develop and implement the Safety Program.
- Review and evaluate WSH Management System (WSHMS) and Environmental reports.
- Conduct safety meetings, briefings, and training for stakeholders.
- Liaise closely with project team to maintain a high level of safety, health and environmental standard.
- Liaise with authorities on occupational safety, health, and environmental matters.
- Advise Project Director/Manager on WSH issues and improvements.
- Maintain accurate site environmental, health, and safety records and reports while ensuring timely submission.
- Review internal and external risk assessments and risk management processes.
- Investigate workplace incidents, recommend corrective and preventive actions, and following up on implementation.
- Ensure all Permit-to-Work (PTW) supporting documents are valid and in place.
- Prepare and submit the Site Environmental Control Program before work commences.
- Organize and coordinate tabletop exercises, Emergency Preparedness and Response Plan drills, and ensure the maintenance of emergency response equipment.
- Prepare and present detailed data analytics reports on WSH performance, conditions, and practices.
- Perform any other ad hoc HSE-related duties as assigned by management.
Requirement
- Diploma / Degree in Workplace Safety and Health, or equivalent
- 5 - 7 years of relevant working experience

- Understand and effectively implement the organization's SHMS at site
- Plan, organize and manage HSE promotional activities within the site to cultivate good HSE practices;
- Provide reasonably practicable and effective HSE recommendations to team members to ensure compliance to legal and other requirements;
- Motivate, coach and counsel on HSE matter to site workforce on an on-going basis with particular regard for recalcitrant personnel;
- Co-ordinate the work of team members, allocate tasks and provide effective supervision;
- Lead the risk assessment team at site;
- Participate as a risk management team member in the corporate RM organization;
- Brief project manager/ project team periodically on the execution status of the overall safety program;
- Carry out safety orientations and to conduct daily safety toolbox meeting (if required);
- Conduct monthly HSE Committee meeting with SWC and Subcontractors;
- Review existing safety measures and recommend safety measures for upcoming works during the safety committee meeting;
- Recommend Stop Work Order to Project Manager when unsafe conditions arise including to promptly correcting any unsafe conditions or safe work practice;
- Attend client/consultant safety meeting/ weekly coordination & technical meeting;
- Lead investigation and maintain records for every first aid case, accident and near miss at the work site;
- Conduct emergency drills periodically
- Inspect site to ensure all facilities and equipment relevant to the maintenance of environmental health are in proper working condition and do not pose any environmental health hazard;
- Identify and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise / dust / smoke / water pollution, poor housekeeping, earth littering, poor refuse management, poor maintenance of sanitary facilities, etc. and recommend measures to rectify such irregularities;
- Any other duties as may be assigned
Job Requirements:
- Candidate must possess Specialist Diploma in Workplace Safety & Health, Risk Management Level 2 and First Aid certified.
- 5 years practicing as a WSH Coordinator
- At least 1 year post registration of Workplace Safety and Health Officers with the Ministry of Manpower
- Responsible and with good attitude personnel.
- Willing to work under minimum supervision
- Well verse in MS Words and in MS Excel
- Experience in Civil / A&A construction projects

Assist in developing, implementing and reviewing HSE management systems and supporting documentations.

Liaise with local authorities on HSE issues and in planning of inspections, audits, drills and exercises.
Qualifications and Requirements
Diploma in Engineering or Degree in Engineering / Environmental & Occupational Health & Safety.
SCDF registered Fire Safety Manager (FSM) is a must.
MOM registered WSHO.
At least 3 years of experience as WSHO & FSM, preferably in the chemical / petrochemical industry.
Good knowledge with HSE Management System (SS651 & ISO14001) and experienced in internal auditing.
