Facilities Development Assistant Manager Role Overview

Key Responsibilities:

• Lead user workgroups to gather requirements and ensure alignment with project goals, driving successful outcomes.
• Monitor budgets and ensure procurement stays within financial limits, maintaining fiscal responsibility.
• Prepare and review equipment specifications for tenders, evaluating vendors based on technical criteria.
• Evaluate and recommend vendors based on technical criteria, supporting the tender committee during evaluations.
• Stay updated on healthcare planning trends and issues, applying knowledge to improve processes.

Requirements:

• Diploma / Degree in Electronics or relevant Engineering field.
• 3 - 5 years of experience in medical equipment maintenance is preferred.

Job Scope:

• Reporting to the Group Facilities Management institution lead, you will oversee the AirCon Mechanical Ventilation (ACMV) and Mechanical System
• Responsible for the operation, maintenance, modification and replacement works of the facilities, M&E services and non-clinical equipment.
• Ensuring outsourced maintenance agent performs against the prescribed KPIs in engineering services, functions and maintenance activities as well as to make building systems functional and serviceable at all times.
• To audit and monitor the standards of maintenance services standards rendered by specialist vendors and outsourced maintenance service provider to ensure work processes are in compliance with standards that the hospital subscribes to.
• To support, implement and manage as necessary in cyclical and improvement (System & Building) projects
• Oversees the performance of outsourced maintenance M&E team and ensure good maintenance standards maintained and planned PM scheduled are met.
• Audits and monitors the performance standards of outsourced maintenance services by specialist vendors and service providers for critical systems vital to operations.
• Prepares technical specifications and drawings for system improvements and draft cost estimates and work schedule for project planning and implementation.
• To provide technical support in projects undertaken by external consultants and see to the inspections and project take over/acceptance activities related to new and development projects
• Oversees and coordinates improvements projects to the services and facilities as well as upgrading of systems and equipment components
• Ensure prompt service recovery for any breakdown of equipment and systems to minimize disruption to service operations.
• To raise/prepare works requisition for Breakdown and replacement works.
• Assists and supports the FSM in fire and training matters.
• Other ad hoc duties assigned

Facilities Management & Hospitality

• Manage and maintain the facilities of the clinics by working closely with the contractors and vendors in compliances of all rules and regulations.
• Budget planning, outsourcing, tendering and awarding of contracts, as well as creating, monitoring and delivering of KPIs.
• Ensure that all preventive, corrective maintenance, and ad hoc works are carried out according to requirements and standards.

Biomedical Equipment (BME) Management

• Assist to monitor and manage the preventive maintenance of BME, Physio and Dental equipment within clinics.

• Manage the renewal of all equipment licensing (e.g. Ultrasonic, Autoclaves and PA X-ray etc).

Facilities Development

• Coordinate and record note of project activities including workgroup meetings and site meetings.
• Prepare proposals and establish budgets for new works.
• Coordinate and complete renovation work planned within budget and time allocated.
• Provide administrative support for project management work processes - standard document, database, SOPs, as-built document, project status, and project Gantt chart etc.
• Process progress claims and invoices for both internal and external funded projects, including attending to queries from Finance, Consultants & Contractors.
• Prepare and submit budget estimates, evaluation report, progress report and cost tracking reports.
• Interpret and explain plans and contract terms to clinic management, users, consultants/architects and main contractors.
• Assist to oversee the entire project performance, ensure that implementation complies to policies and procedures, and that construction activities do not interfere with operations.
• Guide multiple jobs operationally in each phase including pre-construction, construction, closeout, and post-construction services.
• Identify potential risks to the clients’ on-going operations planned project.
• Prepare monthly project status reports and presentations to stakeholders and management.
• Assist to call for Quotation or Request for Proposal (RFP), evaluate and recommend award.

Requirements

• Diploma in Architecture, Civil/ Structural/ Mechanical/ Electrical Engineering, Building Science, Facilities Management or equivalent with at least 2-3 years of relevant working experiences
• Proficient knowledge in AutoCad, Microsoft Office and Project Management softwares (will be an added advantage)
• Proficient in WSH requirement is preferred
