OverviewFrazer Jones is exclusively retained to appoint a Group Head of Learning & Development for a well-established, Singapore-headquartered organisation with extensive multi-sector operations and a strong global presence. This is a newly created leadership role reporting directly to the Chief Human Resources Officer, and it will shape and execute the company’s learning and development strategy across a diverse and distributed workforce of almost 15,500 people worldwide.
The Group Head of L&D will architect and deliver a comprehensive, future-focused learning agenda that supports business transformation, employee growth, and leadership capability. The role will oversee a centralised L&D team and partner closely with business units to build fit-for-purpose learning solutions that address both enterprise-wide and function-specific needs.
A core focus is to develop scalable learning frameworks across a wide range of employee segments—from corporate professionals to large-scale operational workforces. The successful candidate will lead digital learning transformation, refresh the enterprise learning ecosystem, and embed career development pathways into the organisation’s people strategy. The role will contribute to broader priorities in employee engagement, cultural alignment, and organisational development through learning interventions.

Responsibilities
L&D Roadmap & Program Development
- Develop & own Partnership Distribution’s L&D strategic framework, by owning the design and deployment of facilitated and self-paced learning, managing L&D operations, and expanding access to experiential learning.
- Work closely with key partnership account heads to design/develop L&D programs and infrastructure addressing their identified needs, utilizing best-in-class L&D methods and techniques.
- Provide strategic guidance on country implementation plan for foundational, advance and specialist curriculum, by working with bank partners to implement aligned market relevant training strategies and materials to support optimal delivery.
- Create engaging and interactive L&D contents & materials, including presentations, e-learning modules, job aids, and assessments (via in house or external vendor), with focus on advisory and soft skills instead of traditional product-oriented approach and in strategic focus areas e.g. HNW, Health & Protection.
- Conduct Group-led L&D sessions for target participants at senior leaders.
- Deliver L&D content effectively, ensuring high levels of participant engagement and knowledge retention.
- Facilitate workshops, group discussions, and other interactive activities to encourage active learning and skills development.
- Standardize our learning management system to deliver plug and play capabilities across the markets, so as to enable efficiencies at scale and ensure we deliver a strong & consistent blended learning across our partners.
- Develop and implement metrics and evaluation mechanisms to assess the effectiveness of L&D programs.
- Analyse feedback and assessment data to identify areas for improvement and make necessary adjustments to L&D content and delivery methods.
- Incorporate industry best practices in learning and development into strategic roadmap and programs.
- Support countries’ L&D coordinators, providing guidance, support, and mentorship.
- Collaborate with internal stakeholders to ensure L&D programs are aligned with business objectives and integrated into broader talent development initiatives.
- Collaborate with bank partners’ L&D teams to map out medium-to-long term learning objectives and ensure best-in-class roadmap is maintained at Group level.
- Build a culture of continuous learning and skill development across the organization and PD community.
