Job Purpose

The BTC Cluster Finance Lead serves as the key financial leader supporting the Lee Kuan Yew School of Public Policy, the Centre for International Law, the East Asian Institute, and the Singapore International Mediation Institute. This role is responsible for leading a team in resource planning and financial analysis, providing insightful data to support school and central leadership in decision-making, and driving operational efficiency and cost-benefit evaluations.

In addition to strengthening finance business partnering with faculties, the role includes enhancing internal controls, managing gift funds, and ensuring the effective integration and continuous improvement of financial systems and processes. The Finance Lead will collaborate closely with faculty and central management to promote financial excellence, lead continuous improvement initiatives, and maintain the accuracy and integrity of financial records and reporting.

Duties and Responsibilities

Resource Planning, Analysis, and Reporting:

  • Serve as the management liaison to the Governing board and Finance committee; effectively communicate and present critical financial matters at select board of directors and committee meetings.
  • Contribute to the development of strategic goals and objectives as well as the overall management of the organization.
  • Advise the Senior Management and other key members of senior management on financial planning, budgeting, cash flow, investment priorities, and policy matters.
  • Gain commitment across the departments to the development and implementation of forward looking finance strategies in fund management and reporting systems that support the school and provide best value in the use of the resources available to the departments.
  • Ensure financial probity and control in a complex environment, whilst providing leadership and support to transformation and change throughout the environment.
  • Provide regular risk assessments on the financial health of the departments.
  • Plan annual budgets and prepare financial forecasts and variance reports.
  • Prepare cost-benefit and profitability analysis and simulations for programmes/projects.
  • Calculate and issue financial and operating metrics for cost/overall performance tracking.
  • Allocate the budget to faculties and departments. Prepare the Faculty/Department’s annual/quarterly/monthly financial positions for management review.
  • Devise and monitor cost-effective and efficient data accumulation systems/processes to provide appropriate costing information to management.
  • Support long-term financial projection to aid in strategic planning.

Finance Business Partnering Support to Faculties:

  • Provide finance business partnering support to faculty. Enhance finance business partnering capabilities within faculties.
  • Represent the organization externally, as necessary, particularly in audit, funding agencies and corporate clients or donors.
  • Assist faculty and central management in reviewing faculty budgets and resource allocation.
  • Drive finance functional synergies across faculties.
  • Provide support on financial matters that are not centralized (e.g., assisting with withholding tax matters).

Internal Controls:

  • Identify opportunities for continuous improvement in workflows to achieve greater efficiency.
  • Review business processes and accounting frameworks to strengthen internal controls and accountability.
  • Ensure quality control over financial transactions and reporting.

Gift Finance:

  • Ensure timely receipt and recording of donations and matching grants.
  • Plan for the utilization of donated funds in accordance with donors’ specifications.
  • Ensure timely and accurate reporting as needed.

Systems and Processes:

  • Maintain and ensure that the Faculty/Department’s satellite sub-systems (if any) are properly integrated with the University’s ERP systems.
  • Continuously provide insights and requirements, and actively participate in or drive projects to support the central team in improving systems and processes.

Qualifications

  • Bachelor's Degree and above in Finance, Accounting, Business, or a related field. MBA, CPA, CFA is a plus.
  • Over 15 years of progressive experience in finance with a focus in financial planning, strategy development and business partnership experience
  • Experience in people management is preferred.
  • Excellent communication, stakeholder management, and problem-solving abilities. Communicates in a clear, succinct, organized and convincing manner.
  • Independent, resourceful, and able to work collaboratively with business stakeholders.
  • Strong project and change management skillsets, including the ability to coordinate and balance multiple workstreams in time-sensitive environment, under pressure and meeting deadlines.
  • Experience in using data analytics and technology tools to deliver FP&A outcomes.
  • Good working knowledge of IFRS, business processes and controls.

Qualifications
  • Education: Bachelor’s degree in Finance, Accounting, Business, or related field.
  • Experience: About 15 years of relevant working experience with at least 8 years in a supervisory or management role.
  • Relevant working experience in Institute of Higher Learning / Education / Government Sector is preferred, and experience in digital transformation or digital application in business finance is an advantage
  • Strong people management skills and track record in developing and leading high-performing teams through change management, and/or new set-up or reorganization.
  • Strong business partnering skills and experience with cross-functional teams, senior management and stakeholders engagement.

Skills:

  • Possess in-depth financial knowledge across financial accounting, planning, budgeting, forecasting and analytics as well as enterprise risk management.
  • Strong competency with up-to-date knowledge of accounting principles, financial reporting standards and practices
  • Knowledge in audit and controls procedures.
  • Possess agile mindset, confidence in managing ambiguity, and excellent financial modelling and data visualizing skill
  • Proficiency in SAP or S4 Hana, MS Office application and data visualization tools.

Job Description
The role of the Finance Partner Lead at NUS Dentistry is to deliver financial leadership, strategic financial input, and advisory services, facilitating robust financial planning, analysis, and management that align with and support the objectives of NUS, NUHS and the Faculty. This position entails supervising financial operations, ensuring adherence to compliance standards, developing business opportunities, and steering financial decision-making processes to uphold financial sustainability and boost the Faculty’s operational effectiveness.
Reporting to the Head of Administration, the Finance Lead will be the primary point of contact for all NUS Dentistry Finance related matters and is responsible for the following:
Leading a team of Finance Partners in providing effective Finance Business Partnering, insightful financial data, and sound advisory with an aim to ensure financial sustainability in the Faculty.
Offering strategic advice on financial policies, procedures, and guidelines to ensure compliance and effective resource use.
