Job Scope and Responsibilities:
- Role will be contracted under TP-STM Water Resources Pte Ltd
- Leading to establish, implement and maintain a sound energy management system and processes as part of energy & resource conservations, optimization and reporting. Leading to establish, implement and maintain a sound security management system to secure the workplace gazette as a Critical Infrastructure
- Determine, assess and implement compliance obligations under the legal and other requirements framework to avoid non-conformances that could result and /or lead to accountability
Specific Job Tasks and Duties:
A. Establish implementation and maintain energy management system compliance processes and achieve effectiveness through audits and take actions to mitigate and rectify lapses in avoidance of legal non-conformances
- Establish implement and maintain ISO50001 energy management system, practices and to achieve third party certifications for compliance to Energy Conservation Act
- Supervise and conduct works in compliance with the legal framework
- Appointed as Energy Manager for the plant and to obtain energy and efficiency management data for owner review and monitoring. Report submission to authority
- Lead, establish, implement energy management initiatives as identified in the risk and opportunities for improvements and to create awareness and promote good practices
- Ensure all authority licenses are kept up to date and remain valid through reporting and workplan to carry out arrangements for the necessary submission, renewal, test, reports and audits etc
- Submit monthly reports to Owners and PUB require under the person functions and maintain necessary documentation, records
- Establish, implement and maintain task schedule work plan achievable for the work year as part of Key Performance Indicator (KPI)
- Collect, compile and analyze JIDP plant operating data to identify saving potential and make sound recommendations and proposals
- Monitor JIDP plant performance and efficiency and identify areas and make recommendations for JIDP plant efficiency and performance improvement
B. Establish implementation and maintain the Security management system compliance processes as a Critical Infrastructure and achieve effectiveness through audits and take actions to mitigate and rectify lapses in avoidance of legal non-conformances
- Establish, implement and maintain the Security Plan and management system for the plant
- Report to Responsible Person to keep up-to-date, authority approval and matters pertaining to security approved plans and implementations
- Lead, establish, implement and maintain security system such as CCTV, access control, security requirements, securing of workplaces complying to infrastructure protection requirements etc through risk assessment and opportunities for infrastructure improvements
- Management of security service providers (arm guards) and service contracts conforming to PUB and MHA requirements
- Plan budget and cost approval for security contracts and security infrastructure maintenance regime
- Appointed as Qualify Persons (QP) under the Radiation Protection Act and NEA radiation licences for X-ray bag screening machine through implementation of Radiation Protection Plan (RPP)
- Lead, establish, implement, plan and conduct the security drills and exercises to ensure the security service providers competency in the Security Standard Operating Procedures (SOP)
- Liaison with the Jurong Island Security (JTC) of the Jurong Island Passes and security measures by MHA, PUB, Police, SGsecure and as a point of contact in all security issues
Minimum Requirements:
• Bachelor Degree in Chemical or Mechanical Engineering
• Singapore Certified Energy Manager (Professional Level) / Professional Engineer
• At least 3 years' experience handling energy performance in power or petrochemical industries
