We are seeking a highly experienced
Director, PMO (Construction)
to join Digital Edge DC and lead governance, consistency, and execution excellence across a portfolio of data centre construction projects in Asia. This role reports to the VP, Design and Construction and collaborates with Real Estate, Engineering, Procurement, Finance, and Operations.
This is a high-impact, regional role ideal for someone with deep experience in data centre delivery, preferably within a hyperscaler or data centre operator environment, who thrives in a fast-paced, matrixed, and distributed setting.
What we need
Talent to build and lead a regional PMO focused on construction governance, reporting, and performance across multiple markets in Asia.
Key Responsibilities:
Establish and maintain project governance frameworks, tools, and reporting standards across regional construction projects.
Drive portfolio-level visibility on status, risk, budget, and timelines with clear escalation paths and mitigation plans.
Standardise delivery methodologies, including stage gates, documentation, and KPIs.
Project Controls & Executive Reporting
Oversee cost control, scheduling, and risk management across active and planned projects.
Develop and maintain a standardized dashboard as the single source of truth for senior leadership, capturing RFS dates, CAPEX burn, spend buckets, milestone progress, and critical-path dependencies.

Technology & Process Enablement

Lead digital transformation initiatives in construction documentation, reporting, and portfolio analytics.
Leadership & Team Development
Build and mentor a high-performing PMO team to manage 12+ simultaneous projects across emerging and mature markets.
Provide guidance and training to local project managers on scheduling, cost governance, and risk management.
Candidate Profile
Bachelor’s degree in Engineering, Construction Management, or related discipline.
8+ years of experience in large-scale data-centre or mission-critical infrastructure programs, with 5+ years in regional PMO or program-controls leadership.
Proven success in multi-country, multi-project oversight, ideally in a hyperscaler or data-centre operator environment.
Deep expertise in program controls, critical-path scheduling, cost governance, and risk frameworks.
Strong stakeholder management skills with the ability to influence senior leadership, JV partners, and hyperscale customers.
Familiarity with international standards (NFPA, ASHRAE, IEC, ISO) and local construction codes.
PMP, PgMP, or similar certification preferred.

What you will be working on

  1. Implement, procure, administer, develop and manage all tenders, contracts in accordance with safety and budgetary requirements, technical specifications, contract and procurement guidelines to ensure a safe, and timely delivery of used water projects for PUB.

What we are looking for


• Bachelor in Civil Engineering, or equivalent

• Experience in project management

• Knowledge of structural and geotechnical analysis

• Knowledge of structural concrete, steel and geotechnical design to Eurocode

• Knowledge of Public Sector Conditions of Contract and experience in the preparation of specifications and other tender documentation for projects preferred

+ Oversees performance of the installation and client acceptance of capitalized equipment, enterprise software systems, or system integration projects or engagements.
+ Serves as a mediator to internal issues and conflicting priorities for members of cross-functional teams focused on the delivery of new or existing solutions to clients.

+ Prepares budget based on scope of work and resource requirements.

+ Significant demonstrated experience coordinating operational tasks of a team.
+ Significant demonstrated experience delivering client implementation projects.

Job Description

We are seeking a highly experienced and strategic Project Director to lead the full project lifecycle of large-scale Waste-to-Energy (WTE) infrastructure developments. The ideal candidate must have strong engineering expertise spanning design, construction, testing & commissioning, and project management, and a proven track record of delivering complex WTE projects.

Key Responsibilities

  • Lead the planning, execution, and delivery of the WTE project from design through to commissioning, ensuring it is completed on time, within budget, and in compliance with safety, quality, and regulatory standards.
  • Oversee all engineering aspects of the project including civil, structural, mechanical, electrical, and process design, ensuring technical compliance and effective integration.
  • Direct and coordinate the work of internal and external engineering teams, EPC contractors, consultants, and other stakeholders.
  • Ensure effective contract administration and manage commercial, legal, and risk matters throughout the project lifecycle.
  • Manage key project milestones, budgets, procurement, resource planning, and reporting to senior management and external stakeholders.
  • Foster close collaboration with government agencies, authorities, and third-party contractors to secure permits, approvals, and ensure seamless project delivery.
  • Lead project reviews, quality assurance, and progress reporting at all phases, from feasibility to final commissioning.
  • Champion safety and sustainability across all project stages.

Requirements

  • Bachelor's or Master's degree in Engineering (Civil, Mechanical, Electrical, or Environmental) or a related field.
  • Minimum 15 years of relevant engineering and project management experience, in overseeing design, construction, testing and commissioning of large scale WTE facilities (>750 tonnes per day), large-scale industrial or utilities projects (including Oil & Gas and Power).
  • Proven track record of delivering WTE projects (>750 tonnes per day)
  • In-depth knowledge of engineering codes, construction best practices, and EPC and Design & Build delivery frameworks.
  • Strong leadership and communication skills with the ability to influence stakeholders at all levels.
  • Familiarity with project management tools and systems
  • Professional Engineering (PE) registration or Chartered Engineer status is highly preferred.
