Job Scope:
- Utilize analytic tools and expertise to design, develop, and maintain effective visualizations and models that support strategic planning and initiatives.
- Responsible to enhance organizational performance, forecast future demand, and drive progress toward improving population health outcomes and impact.
- Contribute to the development of comprehensive strategies, approaches, and methodologies for deriving insights from population health data, conducting analytics, and evaluating results.
- Create routine reports and operational dashboards to monitor key population health metrics.
- Work closely with relevant stakeholders and ministry to gather and share data, providing both micro and macro-level insights to aid in strategic planning.
- Identify new datasets that are critical for monitoring and evaluating population health programs, and incorporate them into the data management strategy and roadmap.
- Conduct data analysis and identify trends, highlighting areas that may require attention when necessary.
- Ensure the timely preparation and delivery of regular reports.
Job Requirements:
- A Degree in Statistics, Applied Mathematics, Business Analytics or equivalent
- Candidate with a Master's degree in Healthcare Management, Public Health or Business Administration is at advantage
- At least 5 years of working experience in planning and data analytics environment
- Experience and knowledge of statistical modeling techniques.
- Proficient in 1 or more of statistical software such as Tableau, R, OBIEE, Python, SQL, H2O Flow, Flexsim, Microsoft excel (advanced) etc.
- Good in strategic planning.

As a Health Informatics Officer (HIO), you will assist the Chief and Deputy Medical Informatics Officers in the planning and execution of the clinical information systems to support patient care, research and education. In this managerial role, you will :
- participate in activities required for successful design, implementation, maintenance and support of the clinical systems.
- work closely with other stakeholders and IT to develop and implement solutions that meet users' requirements for clinical orders, medication administration and documentation and data exchange between various healthcare systems and departments.
- oversee the change management process of the clinical information systems and help create awareness and promote high adoption rate of the clinical information systems; develop training materials and provide training for users, troubleshoot software, implementation and training issues.
Last but not least, you will need to ensure that the policies and procedures related to the electronic medical records (EMR) system are updated and aligned with cluster and national policy and guidelines as well as participate in Institution/Cluster committees for Informatics projects/initiatives and provide secretariat support for such projects and meetings.
Job Requirements:
- Bachelor's Degree in any discipline. Applicants with major in Health Informatics, Healthcare Management, Information System or related disciplines would have an advantage
- Experience in a healthcare setting, working with clinical information systems and IT project management and/or relevant certification such as in Health Informatics or equivalent is preferred but not essential
- Able to work independently and with different stakeholders
- Possess strong problem-solving, organisational, interpersonal, verbal and written communication skills
- Proficient in Microsoft Office applications

This is a contract position. We are seeking an experienced data analytics professional to lead our clinical data analytics team. This role combines technical expertise with strategic leadership to drive innovation in healthcare data management and analytics, while overseeing the development and implementation of data-driven solutions for clinical operations.
The Challenges:
- Lead and oversee the development and implementation of data analytics strategies, including program evaluation and performance monitoring of clinical algorithms and systems
- Direct the development and refinement of the Patient Identification Criteria (PIC) algorithm, managing its deployment across TTSH while ensuring optimal functionality and effectiveness
- Manage a team of data analysts in conducting complex data analysis, developing machine learning models, and implementing natural language processing solutions for clinical applications
- Establish and oversee data quality frameworks, including the development of monitoring systems and performance metrics
- Drive strategic initiatives in applying advanced analytics, including machine learning and AI, to unstructured clinical data
- Provide technical leadership in developing and implementing data-driven decision-making tools
- Build and maintain relationships with key stakeholders, including clinical teams and external partners
- Lead cross-functional projects and mentor junior team members in data analytics methodologies
- Oversee database operations, security protocols, and data governance frameworks
- Direct the development of comprehensive documentation and standard operating procedures
Requirements:
- Advanced degree (Master's or PhD a plus preferred) in Information Technology, Computer Science, Data Science, or related fields
- 5-8 years of progressive experience in data analytics, with at least 3 years in a leadership role
- Proven track record in managing complex data analytics projects, preferably in healthcare settings
- Expert knowledge of machine learning frameworks (TensorFlow, Keras, PyTorch) and statistical analysis tools
- Advanced proficiency in Python, R, SQL, and data visualization tools
- Strong knowledge of database management systems and healthcare data structures
- Experience with natural language processing and unstructured data analysis
- Proven ability to translate complex analytical findings into actionable insights
