**Job Description Summary**
The Delivery Manager is responsible for managing the technical delivery partnering across various levels of the organisation and project team to ensure all the project requirements are delivered as per contract (time, cost, quality, risk management and governance). This would require a close working partnership with Project Managers and the Client Project Management Office Team.
The Delivery Manager would coordinate with the technical subject matter expert (SME) and will have a high level view/understanding of all the products so as to ensure that risk are mitigated.
The Delivery Manager provides expertise in sustained customer success and growth in the post-sales customer lifecycle through training, professional services, technical support, renewals, outcome attainment, retention, expansion, and customer advocacy with a Digital focus. Impacts approaches, projects and programs in the functional area or affected business organization and ways of working. Impacts quality, efficiency and effectiveness of own team. Has significant input into priorities. Guided by professional practices and policies that are shaped by the role. The role requires high levels of operational judgment.

**Roles and Responsibilities**
The Delivery Manager is a pivotal part of the services organization, who owns the project's Delivery Model and is the Technical Leader on the Project. The Delivery Manager cultivates relationships with a portfolio of customers in both pre-sales and project delivery phases and provides objective advice and assistance on the strategy, structure, management and operations of a customer organization, in support of identified business purposes and objectives.
The Delivery Manager provides technical management in pre-sales and delivery phases to clients, cross-functional GEV teams and key suppliers to identify and define client business outcomes and continues to manage those relationships to ensure outcomes are met within project constraints. You will play a key management role in defining, implementing and maintaining the internal Project Engineering team's best practices and delivery standards across existing and new opportunities.
Impacts approaches, projects and programs in the functional area or affected business organization and ways of working. Impacts quality, efficiency and effectiveness of own team. Has significant input into priorities. Guided by professional practices and policies that are shaped by the role. The role requires high levels of operational judgment.
**Key Responsibilities:**
+ Work with the Project Manager (PM) through close coordination for scope management, schedule, risk management, and quality management.
+ Accountable for successful delivery of technical scope items to meet the schedule, cost and quality commitments.
+ Project Execution control: Build effective Work Breakdown Structures (WBS) .
+ Manage project team and activities to drive project deliverables
+ Communicate effectively with Project Manager, Customer, Project team (APAC and global), DevOps on project and technical items such as project status, risks and mitigation, scope, and issues
+ Trigger and validate engineering Gate Reviews (Requirements, Design, Factory Testing Readiness, Site Acceptance Readiness) within GEV and the customer
+ Utilize software delivery performance measurement tools and indicators (e.g. Jira burndown charts
+ Collaborate with Technical Leader and SME to deploy GEV transmission and distribution solution to client environments:
+ Prepare input data such as network model files, load & generation forecasts, future planning scenarios, resources availability, and generation cost data.
+ Prepare, modify, and configure client and testing input data for solutions by creating scripts/Simulator for FAT or split data feed from customer for SIT/UAT.
+ Convert and validate client CIM network models using developed tools and scripts, validating powerflow results.
+ Collaborate with our Service Engineering development lead during the development cycle to ensure all custom deliverables meet defined needs and standards and are on time and budget.
+ Respond to all client inquiries, bugs, and product ideas for in-flight projects and file tickets for the Product or project team.
+ Lead the simulation of project scenarios utilizing combinations of solutions, configuration, and input data.
+ Perform use case and client specific testing runs and lead factory and site acceptance testing.
+ Debug software, documenting issues for the testing teams.
+ Analyze and assess data and results of project activities and tasks.
+ Hands-On experience, with certification a plus, in deploying solution to the GEV or Client staging.
+ Report on project outcomes and present findings to project partners and stakeholders.
+ Utilize GEV Product knowledge and expertise to drive excellence in execution through continuous improvement, change management (costs base reduction, lead time reduction, productivity improvement, quality improvement, etc)
+ Agile mindset and ability to work with one or more Scrum Teams (Region and Global team) to execute and deliver solutions for our customers
+ Good understanding of DevOps concepts, such as automated builds, automated deployments and automated tests, to lead customers and apply those concepts to your daily deliverables
+ Validate project scope review in coordination with the Solution Design team identifying, documenting, and estimating any change requests (CR) or project risks with mitigation plans. Work with Project Manager to communicate with customer.
+ Assist in the tendering process for project proposals or CRs working with the Customer Engagement team/resource managers to validate scope and estimates as well as reviewing each proposal with the customer.
+ Ensure a smooth transfer to maintenance at project end
+ Engage in Customer management activities with Project Manager
+ Work with Project Manager to report or resolve any process non-conformances in a timely manner
**Additional Responsibilities:**
+ Technical Leadership of the delivery and implementation of large complex solutions
+ Analyze, define and prioritize Business and Functional/nonfunctional requirements( and processes and propose technical solutions to meet the business issues and close inefficiency gaps
+ Responsibility for the Business requirements through the entire lifecycle of the project from definition, implementation, test and delivery
+ Create and maintain relationships with key stakeholders and 3rd Parties
+ Participating & lead technical requirements workshops
+ Write and present technical proposals and presentations
+ Ability to take ownership of issues and are proactive in ensuring they are resolved
**Required Qualifications**
+ Bachelor's or Master degree in Information Technology, Computer Science, Physics, Electrical Engineering, or related Engineering Discipline from an accredited university or college
+ At least 10 years technical experience in WAMS (Wide Area Monitoring System), DERMS ( Distributed Energy Resource Management System ), SCADA and/ or EMS (Energy Management Systems) is essential for this role.
+ Key to success in this role would also include experience in with Kubernates, microservices, data stores like elastic search, PostgreSQL, Kibana, Grafana, kafka
+ Added knowledge in Automatic process deployment, continuous improvement (CI) and continuous deployment (CD),and Ansible would be an added advantage.
+ Ability to analyse emerging energy industry trends and implications on utility clients in the area of DER management, Transmission, Wide area monitoring (WAMS), distribution planning, IT, SCADA and asset management would be an added advantage
+ Ability to demonstrate familiarity with project testing such as Factory acceptance test (FAT), Site acceptance test (SAT) and user acceptance test (UAT) is also key

  • Plan, manage and be accountable for implementation timeline, from inception to delivery and launch.
  • Establish objectives and schedule project milestones toward full project implementation. Plan, monitor and manage risks/issues related to technical application delivery and to provide L3 support as needed
  • Provide status update related to technical delivery
  • Partner with Program and/or Project Manager managers, Business analysts and system analysts to collate, understand and finalize functional and technical requirements
  • Partner with SA & subject matter experts to understand and implement functional and technical requirements
  • Creates and executes development plans and revises as appropriate to meet changing needs and requirements and delivers high quality services to our clients.
  • Provide input to functional design and architecture, track and resolve escalated technical issues during build and test phases.
  • Monitor progress, highlight issues encountered, flag potential roadblocks early, mitigate risks and manage issues appropriately.
  • Stay on top of delivery efficiency and unblock any impediments for the technical delivery for the team
  • Manage resource utilisation and project costs to ensure profitability, ensure that financial impact is considered at each stage and adhere to financial guidelines
  • Initiate and implement best practices and processes to drive innovation, improve productivity and efficiency.
  • Coordinate multiple workstreams and reconcile the dependencies among them.
  • Ensure that deliverables are to agreed configuration, methodology and quality standards.
  • Responsible for project documentation, including but not limited to technical and system requirements.
  • Function effectively as the single-point interface between delivery team and internal/external stakeholders, interface with client and manage expectations
  • Coach, motivate and drive the delivery team with technical leadership and vision.

Prerequisites

  • Minimum 10 years software industry experience.
  • Must have experience in the banking domain.
  • Strong in-depth understanding of and experience in full SDLC and Agile standards and policies, solution architecture and design.
  • Experience and knowledge of the latest Java tech stack like Springboot, Microservices,etc.
  • Substantial expertise in full stack development technologies, tools, design solutioning and familiarity with Agile methodologies.
  • A good ideology for managing maintainable, scalable and cross-browser code across large sites.
  • Extensive background in developing and delivering complex projects with clear delivery management objectives throughout the lifecycle.
  • Project planning, progress monitoring and milestone control skills.
  • Possess strong experience in mobilising a delivery team, scoping and planning activities, transitions from workstream into delivery, and following through the full product lifecycle
  • Strong leadership and client management skills with good organisational ability.
  • Highly effective communication ability to lead and facilitate discussions across all tiers, including functions like architecture, technical specialists, business analysis, team leaders, client management

In 2016, Jurong Port’s local and overseas terminals handled close to 35 million tons of general and bulk cargo, and 560,000 TEUs of container cargo.

Job scope:

To lead the Service Delivery and IT helpdesk team to establish a robust Service Design and Service management framework with internal and external stakeholders, serving as the key custodian of JP’s Service Delivery Standards to ensure that maintenance and support deliverables meet business operation needs by maintaining optimal system uptime.

Key Responsibilities:

  • Develop strategic roadmaps for JP vendors aligning with JP’s digital strategy and business objectives.
  • Review JP’s application landscape regularly to strategize onboarding/offboarding of applications.
  • Assess vendors’ SLA performance and identify areas for improvement.
  • Evaluate products for future planning based on application evolution.
  • Identify system improvements to minimize data patching and analyze recurring issues for preventive actions.
  • Collaborate with the Digitalisation Division and Technical Teams to resolve application issues.
  • Manage the IT Helpdesk team to streamline application support and end-user services.
  • Drive cost reductions and efficiency improvements through root cause analysis, knowledge management, and user training.
  • Review and establish SOPs for incident and change management.
  • Manage change requests from business users, prioritizing based on criticality and aligning with product roadmaps.
  • Perform JPOnline application administration, including access reviews.
  • Lead a team of system analysts providing Level 2 support for in-house and vendor-developed applications.

Vendor Management:

  • Proactively manage vendors to meet KPIs and SLAs, resolving issues promptly.
  • Review vendor deliverables and performance reports.
  • Ensure timely submission of reports and adherence to processes.
  • Negotiate costs and ensure smooth transition of new systems to vendors.
  • Implement quality control and process automation initiatives.

Compliance & Security:

  • Assess and mitigate cybersecurity risks, monitor vulnerabilities, and perform risk assessments.
  • Ensure compliance with IT policies, standards, and procedures.
  • Conduct regular application and system landscape reviews for upgrades and security compliance.

People Management:

  • Lead, motivate, and develop the team, conducting performance reviews and feedback sessions.
  • Coordinate between vendors and internal stakeholders for change requests and incident resolution.
  • Manage recruitment, training, and HR-related activities for the team.

Qualifications & Experience:

  • Degree in Computer Science, Engineering, IT or relevant field; certifications like PMP, ITIL preferred.
  • At least 5 years in application support and vendor management; 3+ years in team and project management.
  • Knowledge of Unix, Java 8+, middleware, automation tools, databases, and SDLC methodologies.

  • To execute configurations of the required plans for billing and provisioning purposes within the relevant IT and TV network systems. To oversee and manage end-to-end that IT and supporting teams deliver the required configurations, which include providing the required inputs as well and supporting UAT testing and production testing.
  • Residential TV: support creation of new billing offers, new channel launches, new discounts, bundle with OTT video, changes to prices of existing billing offers, changes to channels for the TV platform. Also changes to the MMIG system to support channel changes, launches and terminations.
  • Business TV: support creation of new TV packages in BCC R2 and MMIG configurations and to provide pre-sales and post-sales admin support for business TV deployments.
  • CAST: support creation of new billing offers, new channel launches, new discounts on CAST.sg platform and watchcast app.
  • Residential Broadband: support creation of new billing offers, new VASes, new broadband price plans and new hardware offers
  • Support Video, CAST and Broadband Product Marketing teams to launch new offers, channels, bundles. Translate the Product Marketing teams’ requirements into templates requested by IT, Networks and relevant support teams.
  • For business TV, to support pre-sales and post-sales admin with regards to Biz TV deployments.
  • Ensure requests put forth to IT, Network and Product teams are delivered on time, as required by the Product Marketing team
