The Data Governance AD is responsible for overseeing and implementing NLB's data governance strategy, to ensure that NLB's data capture, fusion and usage are reliable, secure, and of high quality, and to chart, document and iterate NLB's overall data model.

Beyond the Data Office, you will work closely with the Technology Services Group (TSG) to develop the tools needed to effectively monitor the reliability and accuracy of our data.

The role also involves working with all NLB departments to establish and maintain data governance policies, procedures, and standards. You will be involved in upstream procurement, helping business users to scope their data requirements, as well as evaluating the capabilities of prospective vendors to to provide NLB with data necessary for operations, reporting, and analytics. You will also work closely with the eventual appointed vendors and TSG to ensure the accurate and timely transfer of data to the organization's data warehouse.

What you will be working on

  1. Data Privacy -& Protection:

  2. Implement IM8 data privacy policies and procedures to protect sensitive information.

  3. Conduct annual data risk assessments to identify and mitigate potential data privacy risks e.g. Privacy Impact Assessments.
  4. Collaborate with the IT department to implement and maintain appropriate data security controls and data encryption measures.
  5. Train employees on data classification, privacy best practices and raise awareness about the importance of personal data protection.

  6. Data Quality and Vendor Management:

  7. Work closely with colleagues across various departments to understand their data requirements. and translate those data requirements into procurement-related requirements and specifications.

  8. Work with data engineer to develop data ingestion that supports data catalog and data lineage.
  9. Work closely with vendors to establish data transfer processes and agreements that meet the organization's data quality, analytics and security needs.
  10. Provide guidance and support to colleagues in their interactions with vendors to resolve data quality issues and improve data capture processes with reference to IM8 and data strategy by CDO.

  11. Data Governance Framework Implementation

  12. Maintain existing data governance framework that have clearly defined roles, responsibilities, policies, and procedures for managing data across the organization.

  13. Provide secretariat support to data governance committee and working groups to foster collaboration and decision-making on data-related issues.
  14. Assist the committee in data lifecycle management processes, including data creation, storage, sharing, archiving, and disposal

  15. Data Architecture and Data Flow:

  16. Map data collection points e.g. where data are capture and determine the data is sufficient to support operation and analytics needs.

  17. Ensure the setup of data transfer mechanisms and documentation comprising data dictionaries, metadata repositories, and other documentation (each maintained by respective responsible parties) to ensure a clear understanding of data definitions, lineage, and relationships.
  18. Work with data leads and subject matter experts to ensure the consistent application of data governance policies and standards across systems and processes

  19. Continuous Improvement:

  20. Monitor and measure the effectiveness of data governance initiatives and keep data inventories for improvements.
    Stay up-to-date with industry trends, best practices, and emerging technologies in data governance and security and- these on data retention so that the data is managed consistently and reliably.

  21. Foster a culture of data-driven decision-making and promote the value of data as a strategic asset throughout the organization.

What we are looking for

  • Good understanding of data governance, data systems and data models. Preferably a Certified Data Management Professional (CDMP), CIPM (Certified Information Privacy Manager), CIPP (Certified Information Privacy Professional), CISSP (Certified Information Systems Security Professional), or data governance related qualifications.
  • Practical experience in data governance / management
  • Minimum of 5 years of experience in data governance, data management, or a related role
  • Strong experience with data protection & privacy, metadata management, and data warehousing concepts
  • Solid understanding of data governance principles, frameworks, and best practices
  • Commitment to communicate and educate colleagues on these principles, frameworks and best practices so as to advance the data maturity of the organisation as a whole.
  • In-depth knowledge of data security regulations and standards, such as PDPA, Public Sector Governance Act, IM8, DAMA-DMBOK, ISO 27001:2013, ISO :2017 or COBIT (Control Objectives for Information and Related Technologies).
  • Familiarity with data quality management techniques and tools
  • Excellent communication, presentation, collaboration, and stakeholder management skills
  • A mindset of constant investigation, curiosity, and pushing for incremental gains of all kinds.

Position Overview

We are seeking an experienced professional to oversee the day-to-day administrative operations of the Cluster Data Exchange Office (DXO) and Chief Data Office (CDO). This role involves managing data governance, facilitating data sharing, and ensuring compliance with healthcare data policies.

Key Responsibilities

Data Governance and Management (45%)

  • Lead data request evaluations and governance processes in alignment with MOH Health Instruction Manual (HIM) guidelines

  • Experience in data lineage, metadata management, and role-based access control (RBAC) within Dataplex.
  • Experience on Reltio MDM and Any Data governance certifications are added advantage
  • Solid understanding of cloud platforms (preferably Google Cloud) and AWS services.
  • Hands-on experience in implementing data processing frameworks on GCP BigQuery and Google Cloud Storage.

What qualifications or skills should you possess in this role?
Possess a degree from recognized tertiary institution with at least 5 years of relevant experience in data management, finance or asset management industry, where at least 3 years are with hands-on experience in data management or data analytics or business analysis
Experience with the Systems Development Life Cycle implementation methodology (SDLC) and/or agile methodologies like Scrum and Kanban is advantageous
Competency in managing data warehouse, designing data models, and use of data management tools such as Oracle, Snowflake, Informatica, Denodo and data visualisation tools such as Tableau is advantageous
Knowledge of using formulas/macros in Excel or coding in Python is advantageous
Good understanding of the principles, key controls and processes relating to data governance and data management

You will play a pivotal leadership role in shaping and driving WOG data governance strategies and initiatives. You will oversee a team responsible for policy development, stakeholder engagement, and implementation of strategic projects that strengthen Government’s data governance
Strategic leadership and policy oversight – provide strategic direction in the formulation, review and implementation of central data governance policies and guidelines
Capability building and ecosystem development – oversee initiatives to build a robust ecosystem that supports Government agencies to enhance their data governance capabilities. Guide the development of structures, workforce interventions and systems to enhance data governance maturity
Stakeholder engagement and inter-agency collaboration – forge strong partnerships with Government agencies
Supervision and team development – supervise, guide and motivate a team of policy officers
This role has significant impact as you contribute towards shaping the government data governance landscape, and empowering Government agencies to confidently exercise data governance.

Role/Responsibilities
The Role
As Associate Director of Data Sourcing Strategy, you will play a crucial role in executing and supporting the strategic initiatives for acquiring and managing data from a diverse network of information providers (IPs). You will work closely with Sourcing Strategists, Data Strategists, and other internal stakeholders to implement data acquisition plans, manage IP relationships, contribute to strategic projects, and support the overall data acquisition lifecycle. Your work will directly contribute to optimizing our data assets, ensuring business continuity, and enabling Moody’s to meet evolving market and client needs. This is an analytical and execution-focused role that also requires strong collaboration, project management, and relationship-building skills.
Key Responsibilities And Objectives
Support the establishment and nurturing of relationships with Data Estate Information Providers (IPs).
Explore partnership options and other collaboration opportunities with IPs.
Negotiate data license agreements with new and existing IPs.
Contribute to proactive risk management to ensure business continuity related to data supply.
Monitor regional and global market trends related to data sourcing options and the evolving IP ecosystem.
Gather and maintain knowledge on the landscape of IPs relevant to Moody’s business needs.
Contribute to identifying the best sources for specific use cases, including supporting build vs. buy analyses.
Manage IP onboarding processes, including due diligence and vendor management activities.
Qualifications
5-10 years’ experience with preference given to relationship management, partnership management or sales collaborations in the business information industry .
Bachelor's degree is required; a Master's degree or relevant professional certification is a plus.
Excellent stakeholder management skills, with the ability to work across diverse teams and geographies.
Analytical and problem-solving skills, with a commercially astute mindset.
Experience in contract review and negotiation processes is highly desirable.
Familiarity with diverse data types (e.g., company, financial, news, alternative data) and their application in business use cases.
Understanding of market trends in data acquisition, partnerships, and AI-driven solutions.
Strong organizational skills and project management capabilities, with meticulous attention to detail.

What the role is

Data is integral to ISD's operations. As the use of data and analytics grows, having a vigorous data security and management regime becomes even more essential to enable secure data operations. You will join the central data management and governance team that reports to the Chief Data Officer (CDO), where you will work together with like-minded data governance professionals and data security experts. Depending on your interests and aptitude, you will have the opportunity to learn and gain valuable experience in a broad spectrum of data-related roles, ranging from policy formulation, data and AI security risk consultancy, data asset management and strategy development. You will also join us to build a vibrant data and analytics environment in the organisation, as we continue to leverage data, analytics and AI to booster our operational effectiveness.

What you will be working on

As a data governance consultant, you will be working on one or more of the following functional roles:
- Manage data assets in the organisation by keeping track of how and where data is utilised across various operational functions
- Develop and refine ISD's data strategy, highlighting key priorities and define KPIs to measure impact
- Enact timely data policies, processes and standards to enable secure data operations
- Explore, design and implement innovative processes and technical measures to protect ISD's data assets
- Identify and assess potential risks in data and AI projects, and recommend appropriate mitigation measures
- Implement measures to improve ISD's risk resiliency
- Promote a vibrant data and analytics environment in the organisation

What we are looking for
