Key Responsibilities
As Senior Psychologist or Head, Psychological and Counselling Services , you will lead psychological and counselling services within our residential and community programs, ensuring high-quality clinical care, supervision, and programme development. Your role will include:
Supervision & Clinical Intervention
- Supervise counsellors and psychologists to enable good practice and grow capability.
- Conduct psychological assessments and develop tailored intervention plans.
- Provide individual, group, and family therapy using evidence-based approaches.
- Collaborate with internal/external stakeholders (e.g., MSF, families, volunteers) to align care plans.
Program Development & Evaluation
- Design and implement therapeutic programs for children/youth with complex needs.
- Monitor program effectiveness and adjust interventions based on outcomes.
Stakeholder Engagement & Advocacy
- Build partnerships with community resources and TSA programs (e.g., Gracehaven, YDC).
- Advocate for clients' needs in policy and service development forums.
Leadership & Administration
- Lead and grow team to provide effective interventions.
- Provide thought leadership and support in therapeutic areas such as developing therapeutic milieu for CYG services.
- Develop clinical SOPs in compliance with regulatory standards.
- Maintain accurate case documentation (e.g., CSS system, discharge summaries).
- Support staff training, induction, and appraisal processes.
- Flexibility to deliver programs outside standard hours as needed.
QUALIFICATIONS
Qualifications: Master's/Doctorate in Clinical Psychology and registered with the Singapore Psychological Society (SPS) or equivalent. Applicants with only a Bachelor's degree will not be considered.
Experience: Minimum 8 years in clinical psychology, preferably with children/youth in residential or trauma-informed settings, with at least 3 years in supervision capacity. Those with less experience can be considered for Senior Psychologist.
Skills:
- Expertise in behavioural interventions (e.g., PBIS) and trauma therapies.
- Experience in working with children, youth and family.
- Able to work in a community environment, including home and school visits when needed.
- Strong supervisory and stakeholder management abilities.
- A great team player.

The Head of Therapy Services plays a crucial role within the Allied Professional Hub, overseeing the operations and strategic direction of therapy services in Rainbow Centre’s Early Intervention or Special Schools. This position leads a team of therapists and psychologists and works closely with the Director of the Allied Professional Hub to review strategic initiatives, ensure quality delivery of services, monitor service administration, manage resources and foster collaboration internally and externally for the betterment of our clients.
Critical Work Functions
Ensure Operational Efficiency and Service Quality
Develop work plans for the departments, in alignment with organisational goals
Develop and implement quality assurance measures to ensure adherence to service standards, performance indicators and operating guidelines of the department and/or programmes
Monitor and evaluate program effectiveness, identify areas for improvement, and implement strategies for continuous enhancement.
Uplift Professional Practice in Therapy Services
Lead the AP Team for a collaborative and person-centred / family centred approach to therapeutic planning, intervention and evaluation, with the teaching team through
(i) Coordinating the work of the therapists to monitor the deployment of intervention, the progress of clients, and evaluation of outcomes
(ii)Together with the case manager, plan and coordinate with the Lead/Senior Teacher for the scheduling of case discussion and other activities for timely and effective assessment, planning, monitoring and evaluation of cases.
Caseload Management: Manage the caseload of the therapists and psychologists as per guidelines and work plans. Endorse revisions, in consultation with Director/Assistant Director, when changes and deviation from guidelines are required.
Manage Change
Support Director to conceptualise, plan and drive strategic initiatives that advance the outcomes of the group, and contribute to the overall strategies of Rainbow Centre for achieving its mission and vision.
Regularly review and revise strategies and tactics in response to internal and external developments, for a responsive and agile strategic approach
People Development
Support the cultivation of the agency's values, vision and mission within the team
Work with Clinical Leads in development and implementation of structures and processes for professional and personal development of the team members
Ensure the quality of monitoring and supervision of team members meet the standards of the governing bodies and professions.
Job Requirements
Recognised degree/Master in relevant discipline
Registered with AHPC or Singapore Psychological Society
Minimum 12 years post qualification experience preferably working as a AP with persons with disabilities, with at least 5 years in a SPED setting
Demonstrated ability in administering programs and managing teams.

You'll need:
A Masters degree in Psychology, counselling or related field.
- A minimum of 5 years of Clinical Psychology experience.
- Mandate requirement - Should have permission to work and reside in Singapore.
- Registration with the Singapore Association for Counselling (SAC) or the Singapore Psychological Society (for Psychologists) (SPS)
- Registration with the Allied Health Professions Council (AHPC) would be a plus.
- Significant experience working with Singapore or similar regulatory environments.
- The ability to see clients in person in your own space (such as a professional clinic), or virtually.

- Respond professionally to incoming queries on mental health
- Assess clients' needs and make appropriate arrangements and recommendations (e.g. fixing of appointment for emotional support)
- Provide clients with information on relevant intervention and support, and liaise with other agencies, as required
- Play an advocacy role for misconceptions in mental health (e.g. planning events)
- Identify and escalate emergency and crisis situations to supervisor and assist in the coordination and conduct of crisis resolution
