Job Title: Site Supervision Specialist

The Resident Technical Officer oversees construction supervision of works as per BCA regulations, ensuring design documentation is accurately implemented on site. This role requires strong co-ordination and safety management skills.

Key Responsibilities:

• Carry out construction supervision of works as required under the BCA regulations.

Requirements:

We are seeking a highly skilled and experienced Professional to lead our site supervision team on all Mechanical and Building Construction works.

This role will involve collaborating with senior engineers and construction managers to ensure successful project execution.

• Support the Chief Engineer in addressing site inspection issues, contract-related matters, and contribute to the identification of defects and supervise rectification works.
• Analyze Contractor's RFI's and technical submittals, including assessing method statements/instrumentation reading, coordinating with other discipline engineers, and liaising with the design team/QP from HQ.
• Attend site/project-related meetings, discussions with clients and/or Contractors, and lead technical and work progress discussions.
• Have experience in water treatment projects/PUB.

• Bachelor's degree in Mechanical Engineering, preferably recognized by the PE Board, Singapore.
• About 10 years of experience in supervising mechanical works in infrastructure projects, preferably in water or used water treatment works.
• Strong communication and leadership skills.

This is a challenging role for an experienced Resident Engineer to join our project team.

The Resident Engineer will assist the architect and engineer in all aspects relating to the construction of the project. This includes implementing and sustaining site supervision quality & safety assurance systems, understanding drawings & contract documents in carrying out the works, ensuring proper site documentation for ongoing works, site meetings, safety records, method statements, shop drawings, as-built submissions, etc., are well managed. Additionally, the Resident Engineer will attend site progress and technical meetings with the project team to resolve site and technical issues.

• At least 2 years of Civil work experience with strong knowledge of local construction practices.
• Degree in Civil Engineering / Construction / Structural.
• Registered RE with IES/BCA with valid certification.
• At least one completed project involving the PPVC (Prefabricated Prefinished Volumetric Construction) method.
• Good communication and interpersonal skills.
• Supervision experience on mid-rise structure projects, contiguous bored pile (CBP), earth retaining support structures (ERSS), prestressed structures, piling, and all associated construction works.
• Supervision experience on underground pedestrian link (UPL)/ underground structure construction works.

8. Site Logistics & Methodology Optimization

9. BIM & Digital Integration

• Attend to all daily sub-contractors meeting to discuss daily structure and architectural issues to meet the project target schedule.
• Check the site progress and safety compliance of the subcontractors and report the findings to the immediate superior and safety officer.
• Check the subcontractors’ works are done accordance to the approved drawings / details and take remedial actions for non-conformance.
• Equipped with the knowledge to conduct daily activities inspections with the project RE or RTO and take actions to clear their comments to ensure that the works are approved for commencement.
• Keep proper records of the inspection forms for future reference and submit as evidence for legal issue arising from unforeseen future defects.
• Show added confidence when dealing with general workers or sub-contractors and peers, when in doubt to always seek consultation with senior site staff and to understand contractors’ contractual obligation and practice mutual respect at all levels
• Strive to achieve fast and efficient approval for all assignments and always be vigilant with keen observation to put into practice BCA good practice in all aspects of work on site.
• Participate in assisting the Environmental Health Safety program set by the PM and WSHO that will contribute to a safe and clean site.
• Make effort to upgrade oneself to meet/exceed present standards through attendance of construction courses by BCA or equivalent institutions and study on cost saving methods that are feasible for site usage.
• Able to accept additional work that form part of the project team’s own work activities which will assist the in-cost saving.
