COMPLIANCE SPECIALIST

The selected candidate will join the Transaction Monitoring Team in the Bank's Compliance Department. He/She is expected to demonstrate understanding of the prevailing AML regulations specific to Singapore. The roles and responsibilities include the following:

  • Perform 2nd level review and analysis to determine any potential AML/CFT concerns and provide approval for escalations of trade transactions, remittances including cheques/ cash to Compliance. Document the risk assessment and the risk mitigations that support the advisory decisions (pre transaction monitoring, escalation from Operations to Compliance).
  • Review and investigate all post transaction monitoring alerts generated by Transaction Monitoring System. Perform post transaction analysis where necessary.
  • Ensure efficient identification and monitoring of suspicious activities and transactions, and timely reporting of suspicious transactions to the authorities.
  • Communicate with relevant Business Units and Operations to provide transaction monitoring advisory and expertise on all transaction monitoring matters.
  • Assist with daily/monthly AML report checks, updating internal local list, high risk country list, review of watchlist reports and transaction escalation received from Business Units / Operations.
  • Undertake other ad hoc duties as and when required e.g. KYC reviews / extract of documents for audit review, provide statistics.
  • Maintain a current understanding of trade based money laundering red flags; money laundering and terrorist financing issues as well as sanctions, including policies, procedures, regulations, industry best practices, criminal typologies and developing trends.
  • Identify opportunities for process improvements and any other roles where the Bank is required of you.

The ideal candidate must meet the following requirements:

  • Recognized Degree with minimum total work experience 3 – 5 years in the financial industry, which should include minimum of 3 years' experience in AML/CFT Compliance - Transaction Monitoring (with knowledge of Trade ECDD and other types of transactions due diligence) and Investigation.
  • Sound knowledge of financial products i.e. Trade Products, Remittances, Cheques, GIRO.

Requirements
Preferably to have a degree or diploma or any other equivalent qualifications in business, Finance, or a related field.
Proven experience in compliance roles with at least 2-3 years of experience.
Strong analytical and problem‐solving skills.
Able to work under pressure within tight deadlines with no loss of accuracy.
A proactive and reliable team player but can also work well independently.
Experience with Nasdaq SMARTS and Athena will be a Plus.
Preferably to have Professional certifications in compliance (e.g., CAMS, ICA Diploma).
English speaking and Fluency in Mandarin is an added advantage.

Job Description

We are looking for an experienced compliance professional to support a short-term project, with flexibility for either part-time or full-time engagement. Immediate availability is preferred.
About the Role
The Compliance Associate Director will work closely with internal teams and senior management to ensure strong internal controls, effective risk management, and full compliance with relevant regulations and governance frameworks.
Key Responsibilities
Collaborate with internal teams to foster a strong internal control and risk culture.
Monitor compliance with internal control processes and procedures.
Develop and review internal policies to strengthen control frameworks.
Support internal audits and ensure alignment with regulatory standards.
Maintain and monitor risk registers and follow up on mitigation plans.
Identify, assess, and report significant risks in line with the risk management framework.
Legal Support
Review agreements to ensure compliance with internal policies and templates.
Contribute to the development of corporate policies, procedures, and compliance programs.
Corporate Governance
Ensure compliance with applicable laws, governance codes, and sector-specific regulations.
Manage timely filings and reporting obligations.
Monitor regulatory updates and provide insights and recommendations to leadership.
Support institutional projects and initiatives as needed.
Key Requirements
A strong accounting background is a must. Candidates without this will not be considered.
Degree in Accountancy, Finance, Law, or a related field.
At least 10 years of relevant experience in compliance, legal, or risk management roles.
Professional qualifications such as ICA Diploma in Compliance are advantageous.
Experience in the non-profit sector is a plus but not essential.
Highly organized, self-motivated, and results-oriented.
Strong analytical and problem-solving skills with sound judgment.
Excellent communication, negotiation, and writing skills.
Proficient in Microsoft Excel and PowerPoint.
