Requirements


Education & Certification:

Experience:

  • Minimum of 5 years of clinical experience in osteopathy, physiotherapy, or a related field.

The Role

  • Maintain control of diverse business operations, working closely with various Operations and Business Unit Heads of Departments to set comprehensive performance goals and ensure smooth and efficient running of daily business and clinical operations.
  • Track, evaluate, and report business performance of Business Units within the Hospital.
  • Constantly reviewing internal operations and identifying opportunities to optimise operational efficiencies and operating capabilities, driving high quality patient care and service, as well as maximising customer acquisition, satisfaction and retention.
  • Drive the development of new and strategic services, building a strong pipeline of talent and specialists to achieve sustainable business growth.
  • Continuously forge strategic partnerships and trusting relationships with physicians, customers, partners and key stakeholders.
  • Monitor and maintain budgetary control on capital and operating expenditures.
  • Ensure compliance with all relevant statutory regulations and ISO standards.



Requirements:

  • Preferably a bachelor’s degree or master’s degree in healthcare related disciplines.
  • At least 10 years of proven leadership track record in healthcare or related industry.

Your responsibilities will include leading financial planning and analysis, managing budgeting, forecasting, and strategic planning, as well as overseeing month-end and year-end closing processes. Additionally, the company is preparing for a system transformation to SAP this year, and you will be instrumental in ensuring a smooth transition. SUMMARY OF THE ROLE

The Healthcare Manpower Division (HMD) at MOHH plays a pivotal role in shaping the future of Singapore’s public healthcare workforce. As Deputy Director, you will lead a high-performing and motivated team in driving the strategic development and implementation of manpower policies across Nursing, Allied Health, and Medical professions. This role offers a unique opportunity to influence workforce planning and career development initiatives that directly impact the delivery of quality healthcare services nation-wide.

You will work closely with senior leadership and key stakeholders to champion transformational initiatives that build a resilient, agile, and future-ready healthcare workforce.

JOB RESPONSIBILITIES

Strategic Workforce Management & Manpower Development

  • Partner and support the Head of Department and senior leaders to define and execute forward-looking manpower strategies aligned with MOHH’s vision and Singapore’s evolving healthcare needs.
  • Inspire and guide cross-functional teams responsible for workforce planning, talent acquisition, employee engagement, and sector-wide policy development.
  • Lead change management efforts and champion innovation to elevate operational excellence and workforce productivity.
  • Oversee the design and implementation of strategic workforce models that optimise staffing, skills mix, and resource allocation across public healthcare institutions

Manpower Operations, Governance, and Stakeholder Engagement

  • Provide strategic direction to ensure compliance with HR policies while fostering agility and responsiveness in manpower operations.
  • Drive data-driven decision-making by overseeing division KPIs, workforce analytics, and continuous performance improvement.
  • Cultivate and maintain strong partnerships with internal teams, healthcare institutions, government agencies, and industry partners to align manpower initiatives with sector priorities.
  • Lead the end-to-end management of critical programmes that support manpower and operational objectives.
  • Ensure robust governance, risk mitigation, and timely delivery of milestones in complex, multi-stakeholder projects.
  • Oversee the planning and execution of projects and programmes with internal and external stakeholders.
  • Champion collaboration and knowledge sharing across teams to enhance programme impact and sustainability.

JOB REQUIREMENTS

Education Requirement(s):

  • A recognised degree in Business Administration, Economics, Healthcare, or related fields.
  • Post-graduate qualifications (e.g., Master’s in Public Policy, Public Health, Business Administration) are strongly preferred.
