What the role is:
In this role, you will drive optimal programme experience and operations in CSC through policy and process reviews in training operations.As a team member in the Programme Experience and Operations (PXO) department, you will work closely with vendors, users, and stakeholders to ensure seamless operations for current and future business needs.
What you will be working on:
• Re-design and implement policy and process improvements for better programme experiences in CSC. This involves(a) User and stakeholder engagement with CSC’s business units, corporate departments and key stakeholders to elicit users’ needs(b) Collection and analysis of operational data(c) Development of operational workflows and procedures e.g. circulars and SoPs(d) Support users to onboard the revised policies and processes through appropriately-designed interventions e.g. briefing session, job-aid• Support smooth delivery of virtual, blended and classroom learning interventions as part of the efforts to evaluate the effectiveness of policies and processes.• Provide regular updates and reporting to management, highlighting key findings, recommendations and progress towards CSC’s operational goals
What we are looking for:
• Familiar with training operations and support for training programmes and events;• Strong critical thinking skills to connect the dots from multiple data points, identify root causes, and propose next steps or solutions;• Interested to engage different groups of vendors, users and stakeholders; and be able to communicate clearly with them; and• Excellent project management capability – being able to anticipate issues, plan interventions; and ensure timely deliverablesPlease note that this position will be on a 2-year contract. The candidate will be part of a small team which also supports specific aspects of strategy execution, such as fundraising and organisational brand-building efforts.

Environmental, institutional and process analysis
- Conduct appropriate field research and analysis to obtain a holistic and practical understanding of the project environment, stakeholders, challenges and goals

Project scoping and planning
- Identify and assess opportunities for collaboration between our client and government partners, based on analysis and assessments of the context and challenges

Work with the Deputy Dean (Programmes) and Dean of the Academy to engage external stakeholders, including government clients and a network of subject matter experts, to design and deliver impactful training programmes

Independently develop programme outlines, proposals and concept papers, with guidance from more senior team members where required. The following responsibilities are expected primarily of Senior Managers:
Take end-to-end ownership of complex training programmes, including those with diverse stakeholders, multi-country delivery models, or significant strategic visibility.
Lead or co-lead high-profile client engagements and represent the Academy in meetings with senior government officials and institutional partners.
Serve as a key escalation point for troubleshooting programme challenges, including content, logistics, or stakeholder coordination issues.
Experience and Qualifications
For the Senior Manager role , at least 7-8 years’ progressive experience in government and public policy
For the Manager role,
at least 5-6 years’ progressive experience in government and public policy
Good track record of designing and developing learning interventions targeted at adult learners including blended and online learning
Familiarity with core concepts in adult learning and instructional design, to collaborate effectively with curriculum specialists and contextualise content for public sector audiences
Strong knowledge of public sector systems and institutions, and international governance challenges
Skills and Aptitudes
