 Overview 
 Singapore's transition to a low-carbon economy is a fundamental transition. MTI, as chair of the Carbon and Energy Transition Working Group (CETWG) and Economic Transition Working Group (ETWG), and the Ministry responsible for energy policy, will address the trilemma of carbon, energy, and economic transitions. The Ministry will need to create new policies to navigate trade-offs between energy security, net-zero, and sustainable economic growth. MTI is responsible for 3 of 3 major carbon mitigation measures endorsed by IMCCC – Renewable Energy imports, Carbon Credit procurement, and Carbon Capture and Storage (CCS). These measures are key to meeting near-term 2030 Nationally Determined Contributions (NDCs) and are moving into critical implementation. Successful CCS implementation requires complex public-private partnerships, infrastructure investments, G2G agreements, and new legislation and regulations, with compressed timelines and strong partnerships across Ministries, agencies, and private sector players. 
 Responsibilities 
 MTI's Energy and Carbon (E&C) Cluster leads initiatives to reduce emissions and drive the transition to a low-carbon economy. Officers on the E&C front develop carbon markets, plan energy infrastructure, strategise low-carbon energy sources, and manage mission trajectories and carbon budgets. You will collaborate with stakeholders to support sustainable economic transformation and green growth through international trade and industry partnerships. The CCS team sits within the E&C Cluster to chart the path forward for Singapore's low-carbon transition. You will formulate Singapore's carbon mitigation strategies and policies, focusing on carbon capture and storage. You will need to examine issues from multiple perspectives, assess trade-offs, and manage evolving needs of multiple stakeholders in Government, private sector, and other countries. Your responsibilities include one or more of the following workstreams: 
 Work with the EMA Carbon Capture and Storage Programme Office to develop a viable commercial model, create economic regulations, and masterplan for CCS. 
 Work with EDB to establish new incentive models to support CCS and represent Government's interests in Public-Private Partnership contracts. 
 Keep up to date on new technologies for CCS and Carbon Capture, Utilisation and Storage. 
 Formulate strategies and policies to negotiate G2G agreements with regional countries. 
 Qualifications 
 We are looking for driven, capable and committed officers who possess a strong desire to contribute to Singapore's carbon transition, thrive in a fast-paced and dynamic environment, are adept at working with multiple stakeholders and across organisational boundaries, and are equipped with the following qualities and competencies: 
 Experience in policy review, formulation and implementation 
0 to 9 years of relevant experience in policy, international affairs, commercial experience or engineering background 
 Ability to understand and navigate the complexities of politics in regional countries 
 Strong critical thinking, writing and communication skills 
 Experience in stakeholder engagement and effective persuasion and influencing skills 
 Strong interpersonal skills, with the ability to work well both independently and in a team 
 Strong ability to learn on the fly 
 Be driven, meticulous and resourceful 
 Willing to travel up to 10% of the calendar year

 We are looking for a Research Fellow to conduct research on novel technologies for desalination, decarbonization, and material recovery at NTU. 
 Key Responsibilities: 
 Conduct membrane and separation technology related projects for desalination, decarbonization, resource recovery, etc. 
 Experimental setup design and construction, experiment design and testing, process modelling, data processing and reporting, progress report preparation, etc. 
 Journal paper publication. 
 Assistance in research proposal preparation. 
 Assistance in mentoring junior students/researchers. 
 Job Requirements: 
 PhD degree from a reputable university in chemical engineering, environmental engineering, mechanical engineering, etc. 
 Excellent journal paper publication record. 
 Proficient oral presentation, report writing, and multitasking skills. 
 Relevant research experience on electrodialysis, electrochemical processes, and/or electrode synthesis will be preferred. 
 Relevant research experience on green energy production (e.g., H2 and fuels), production or recycling of construction and critical energy materials (e.g., lithium and critical metals), will be preferred. 
 Relevant research experience in scaling up electrochemical water technology, carbon capture, and utilization will be preferred. 
 Self-motivated and able to work independently and in a team. 
 Good interpersonal skills. 
 Good written and oral communication skills. 
 Strong responsibility for research.
