We are looking to hire a IT Risk & Control Manager in Singapore to support our client in a top global investment bank.
Your background
- Individual with IT risk/audit experience preferably in Banking/FI domain.
- Bachelor’s degree in IT, minimum 4-6 plus years of experience, industry certifications (CISA, CISM, COBIT foundation, etc) preferred.
- Relevant experience in executing Risk initiatives within a tech risk function, compliance or technology audit role
- Experience in leading programs for proactively identifying regulatory risk exposure and potential non-compliant areas
- Knowledge of APAC regulations & understanding of regulatory risk management preferred
What you can expect
- The role will sit within the APAC Risk & Controls function of the bank, which works with Application Managers, Enterprise Control functions and COOs across the line of businesses to ensure that control gaps are identified and remediated.
- You will oversee the effective implementation of the Bank’s Risk framework and Global Technology (GT) governance routines and requirements, using established tools and documented procedures. This includes documentation to enable tracking, monitoring, and escalation of technology risk related issues to management, and acting as an ambassador of the risk culture.
What you will do
- Manage senior stakeholders communication and reporting
- Develop and socialize potential risk mitigation strategies
- Drive risk engagement & management and issue identification; in particular E2E risk management includes ERP, RCSA, eRIC, SIAI, JDI, AIAI, RIAI etc.
- Drive QA (Quality Assurance) testing, Business Continuity for applications, Sustainability Program and new toolset adoption with JIRA for Risk management.
- Foster the Identify, Escalate, Debate risk culture
- Assess regulatory (eg MAS, HKMA, CBRC, OJK, RBI, etc) changes impacting technology and operations and drive related risk mitigation program with required stakeholders
- Identify opportunities for enhancing or streamlining execution of risk management processes; partner across multiple divisions to execute.
- Manage regulatory relationships, where relevant
- Collaborate across the GCIBT application groups, Risk Leads and enterprise process owners (including Global Information Security) to respond to Internal and External Audits, Exams, and Regulatory/Clearing Inquiries & Assessments.
- Quality assurance and Global Information Security related findings program oversight
- Assist business and process owners with remediating the most significant risks including Audit Issues, Self-Identified Audit Issues, Compliance Identified Audit Issues, Regulatory Issues
- Practice and promote good risk culture and risk management within GCIBT, leading participation in technology risk activities.

We seek candidates with strong communication skills who are eager to utilize their technical skills to support trading and middle office applications.
The successful candidate will be expected to cover first line IT support for all users and systems in the Singapore office, monitor overnight batches run in London, and support proprietary applications developed in Python and C#. The candidate will use and develop their skills in Python, SQL, FIS Front Arena, and some C#.
Duties and Responsibilities:
- Provide 1st line support for all aspects of IT in the Singapore office
- Provide remote 1st line IT support for users in Tokyo and Hong Kong offices from time to time
- React and resolve L1/L2 issues for all applications, as the first line of defense
- Detailed analysis of issues that need escalation to L3
- Learn the financial products and business operations at Capula

Education and Qualifications:
- Quantitative degree is desirable, but not necessary
Requirements:
- Minimum of three years' experience supporting end users within financial services
- Familiarity with FIS Front Arena or a similar financial suite
- Experience in a fast-paced, pressurized environment
- Experience dealing with the Front Office, ideally in a Hedge Fund, is advantageous
- Calm and easy-going personality, able to empathize with distressed users in a high-performance environment
- Experience using Python
- Experience supporting hardware and software for all end-user computing needs within a trade floor/financial services environment
- Knowledge of Git, Grafana, and Prometheus is highly desirable
- Understanding of supporting both fixed-line and mobile device solutions
- Experience maintaining and troubleshooting HP desktop PCs and iOS devices
- Some understanding of Fixed Income financial products would be beneficial

Summary of Role:
The Project Manager will be responsible for overseeing the successful execution of infrastructure and application migration projects, ensuring that all tasks are completed on time and within scope. This includes managing vendor relationships, coordinating technical consultancy and support for system enhancements, and ensuring compliance with contractual and Service Level Agreement (SLA) standards.
Responsibilities:
- Provide onsite project management services for assigned projects.
- Provide technical consultancy and support to the operational users in the enhancement of existing applications and systems.
- Provide weekly reporting of status on project schedules and work done in an accurate and timely manner, prepare and distribute regular performance and status reports as required.
- Manage any infrastructure application migration and electrical works to ensure the project completion is in accordance with the timeline.

- Manage the project scope from project vendors, in the case of any troubleshooting or technical related project issues (the assigned project manager is required to coordinate with the vendor until the issue has been resolved or addressed. The assigned project manager may be required to be recalled on-site outside of office hours, depending on the situation and urgency).
- Coordinate with the project vendors in operations planning and support including Security (Vulnerability Assessment, Dynamic Application Security Test, Static Application Security Test and Pen Test) and UAT/Disaster Recovery test for the systems.
- Ensure the reports provided by the project vendors are up to date.
- Escalate any deviations in project timelines, incidents, relevant concerns to the Agency POC and to provide the follow up actions.
- Review and ensure accuracy in any necessary paperwork and technical documentations provided by the project vendors.
- Support any other additional interface connectivity and network for applications and security system during the service contractual period.
Requirements
- Diploma or Degree in Computer Science, Information Technology, or its equivalent.
- Minimum 5 years of comprehensive experience across project management, technical consultancy, vendor management, and security coordination.
- PMP certification is desired.
