What You Will Be Working On

The National AI Group (NAIG) within the Smart Nation group is responsible for driving the implementation of our refreshed National AI Strategy (NAIS 2.0), in partnership with government, industry, and research stakeholders.
We're seeking a dynamic and driver officer to drive the Government's artificial intelligence initiatives and transformation.
As Senior Manager / Assistant Director in the National AI Group, you'll be at the forefront of driving AI adoption and innovation across the Singapore Government. This role offers a unique opportunity to shape policies, drive implementation, and build lasting capabilities that will transform public service delivery. Join us in shaping Singapore's AI future!
What You'll Do
Formulate and execute policies and strategies to drive AI adoption across the public sector
Drive the adoption of AI solutions across government agencies, identifying high-impact use cases and coordinating their implementation
Establish governance frameworks and standards for safe, responsible AI use in the public sector
Identify and prioritise high-impact AI use cases across government domains. Coordinate with GovTech and agencies to develop and scale AI solutions.
Develop and implement AI capability building programs for public officers
Build and maintain strategic partnerships with industry, academia, and government stakeholders
Support senior leadership in strategic communications and international engagement on AI initiatives

What We Are Looking For
3-6 years of experience in public sector, technology policy, or related fields
Strong understanding of AI technologies and their practical applications (technical background not required)
Experience in policy formulation and implementation (preferred)
Demonstrated ability to:
Lead complex, multi-stakeholder initiatives
Manage cross-agency projects and collaborations
Identify AI use cases and understand their policy implications
Develop and present strategic recommendations
Personal Traits
Strong analytical mindset with ability to derive insights from complex information
Excellent written and verbal communication skills, with ability to engage diverse audiences
Proactive and resourceful, particularly in ambiguous environments

This role blends community engagement, program management, and event coordination to drive impactful AI initiatives and upskill practitioners in this rapidly evolving field.

You will help to shape Government AI innovation landscape by designing programmes that directly influence AI adoption and capability-building across the public sector. You will collaborate with stakeholders across government, industry, and academia to design and execute engaging tasks, challenges, and events that inspire innovation and participation. While deep technical expertise in AI is not required , a strong experience working in tech or related roles on driving innovation through technology and familiarity with the latest developments in AI are essential.

Job Responsibilities

Program me Development & Management

• Design and deliver national-level AI innovation programmes (e.g., hackathons, incubators, accelerators) that align with public sector transformation goals.

• Support the evaluation of teams applying to join programmes with considerations such as clarity of problem statement, availability/limitations of existing products/platforms that might address the problem, clarity on the problem’s impact and addressable market.

• Define programme success metrics and continuously refine initiatives based on feedback and outcomes.

• Track the progress of teams post programme such as POV and funding application.

• Plan and direct logistics for program mes , including participant onboarding, schedules, deliverables, and deadlines.

• Oversee other aspects of event planning, including confirming collaborators, organizing judging panels, and facilitating mentorship programs.

Community Engagement & Stakeholder Collaboration

• Forge partnerships with G overnment A gencies, industry, and academic institutions to co llaborate on impactful innovation initiatives.

• Source and engage speakers, mentors, and judges for events and programmes.

• Build and grow a dynamic community of data and AI enthusiasts, practitioners and innovators across the public sector.

Content & Communication

• Lead outreach campaigns (e.g., social media, newsletters, direct engagement) to drive programme awareness and participation.

• Ensure program collateral and communications align with the overall vision and objectives .

• Play the role of a host for small/medium size events such as hackathons and incubators.

• Diploma or Degree in relevant field (e.g., Communications, Business, Technology) or equivalent work experience.

• At least 2 years relevant experience in programme management, leading innovation teams/programmes or consulting companies on innovation . Other experience with community engagement, hackathons/incubators , or event planning is preferred but not mandatory.

• Strong stakeholder management and organizational skills to manage multiple tasks and deadlines independently.

• Excellent written and verbal communication skills.

We are seeking a forward-thinking Learning Experience Designer who is passionate about shaping the future of public service learning. You will design and implement innovative, data-informed, and AI-powered learning experiences to equip GovTech talent with the skills and mindsets needed to lead digital transformation at scale.
This role blends deep expertise in instructional design, learning analytics, and generative AI technologies to deliver scalable, human-centered learning interventions across the leadership pipeline.
What you will be working on:
Learning Design & Development

• Design high-impact leadership development programmes using blended and digital modalities (ILT, VILT, self-paced, social learning).
• Apply adult learning and instructional design principles to build structured, purposeful experiences aligned with GovTech's strategic workforce priorities.
• Work with stakeholders to translate learning needs into clear learning outcomes, pathways, and assets.
• Develop visually rich, modular e-learning assets (e.g. videos, microlearning, scenario-based learning) using tools like Synthesia, Vyond, and Articulate Rise.

AI-Enhanced Learning Innovation

• Integrate AI tools (e.g. ChatGPT, Synthesia, Copilot, Articulate AI, adaptive learning platforms) to accelerate content creation, personalise learning journeys, and simulate leadership scenarios.
• Pilot and deploy AI-powered learning agents (e.g. bots, tutors, knowledge assistants) within selected programmes.
• Develop AI prompt libraries and templates to support internal capability uplift.
• Use AI video, voice, and animation tools (e.g. Synthesia, ElevenLabs) to rapidly produce learning assets tailored to different learner personas.

Learning Data & Evaluation

• Conduct organisation-wide needs analysis using data-driven methods.
• Capture and visualise learning analytics from WorkDay, pulse surveys, and digital learning platforms.
• Generate insights on learning effectiveness and behavioural change to inform iteration and leadership decisions.
• Lead experimentation through A/B testing, learning cohort comparisons, and feedback loops.

Stakeholder Engagement & Project Management

• Co-create solutions with internal SMEs, external vendors, and thought partners.
• Manage project timelines, scope, budget and procurement to deliver quality outcomes.
• Coach internal facilitators to use new AI and digital tools effectively.
  What we are looking for:
• Minimum 5+ years of experience in L&D, with a strong track record in digital and blended learning design.
• Proven hands-on experience in using AI tools in content design and learning interventions.
• Advanced analytical ability—LMS, survey systems, Tableau or PowerBI—to derive actionable insights (e.g. via LMS dashboards, surveys, Tableau, Power BI).
• Proficient in authoring and content tools (e.g. Articulate 360, Rise, Vyond, Adobe CC).
• Strong stakeholder engagement and facilitation skills.
• Experience in leadership or change management programme design.
• Awareness of AI ethics and responsible use in learning.
