Job Description
The Communications and Advocacy Manager is responsible for leading the SPCA's communications strategy and supporting its advocacy goals through impactful storytelling, public engagement, and media relations. This role works closely with the Head (Community Engagement) to build a strong, cohesive voice for the SPCA that resonates with internal and external stakeholders, while driving awareness of animal welfare issues and the SPCA's work.
Key responsibilities include:
Strategic Communications
- Develop and implement comprehensive communications strategies to enhance SPCA's visibility, credibility, and public engagement.
- Oversee content and messaging across all platforms to ensure alignment with SPCA's mission and
tone.
- Create targeted messaging for key audiences.
Media & Public Relations
- Draft press releases and media statements; manage media queries and prepare regular coverage
reports.
- Cultivate and maintain strong relationships with media outlets and journalists.
- Proactively pitch stories and news angles to amplify the SPCA's voice and campaigns.
- Act as a key liaison for media at events.
Advocacy & Campaigns
- Support the planning and execution of advocacy campaigns that influence public awareness,
behaviour, and policy.
- Translate complex animal welfare issues into compelling public narratives and calls to action.
- Work with internal teams to develop communications materials that support advocacy objectives
(e.g. factsheets, infographics, op-eds).
- Engage external partners and stakeholders to broaden campaign reach and impact.
Public & Stakeholder Enquiries
- Manage and respond to public and stakeholder enquiries received through social media, email, and website platforms, ensuring timely, accurate, and compassionate communication. - Work with internal departments to ensure consistent messaging and appropriate follow-up where needed.
General & Cross-functional Support
- Manage communications volunteers and provide oversight on editorial and campaign content. - Provide support for SPCA-led projects and events. - Collaborate with other departments to gather stories and impact data for external communications.
Requirements Experience:
- Minimum 2 years in a similar position
- Experience in the not-for-profit or animal related sector an advantage
Qualifications:
- Diploma or Degree in Communications/Marketing or other related fields
Other requirements:
- Passion for animal protection and knowledge of animal welfare issues
- Excellent verbal and written communication skills
- Possess multidisciplinary project skills and able to work under the pressure of various concurrent
priorities
- Able to work independently and in teams, meticulous and detail oriented.

As a Senior Regulatory Advocacy Manager, you will support our regulatory engagement and public policy strategies across the Asia-Pacific (APAC) region. You will play a critical part in shaping the regulatory environment to support business objectives, ensuring compliance with latest regulations, and building relationships with key government and regulatory stakeholders.

Main Responsibilities
· Monitor and analyse regulatory developments, policy trends, and legislative proposals across main APAC markets (e.g., China, Japan, Australia, Singapore, India, and South Korea).
· Act as a liaison between Global & Regional Regulatory teams and coordinate regional advocacy activities
· Bring the APAC advocacy activity into the global advocacy picture and built together with peers the global advocacy strategy
· Develop regional advocacy strategies that align with global priorities and promote favourable regulatory outcomes.
· Engage with regulators, policymakers, industry associations, and think tanks to represent our position on main issues
· Prepare position papers, and consultation responses on relevant regulatory topics

- Public Policy Development: Develop plans and materials for the purpose of amplifying and communicating the company’s public policy positions in alignment with organizational goals and values
- Policy advocacy: Work in alignment with global team to support country government and public affairs teams to advance policy advocacy to targeted external stakeholders, including government agencies, industry associations, non-governmental organizations and the public, to convey the company’s public policy positions effectively
- Advocacy Strategy: Collaborate with cross-functional teams and subject matter experts to develop advocacy strategies and key issues strategies that support the company’s policy objectives and business goals and showcase the company’s expertise, positioning the organization as an industry leader
- Regulatory Compliance: Stay abreast of relevant legislative and regulatory developments, ensuring the company’s compliance and proactive engagements in relevant policy discussions
- Stakeholder Engagement: Work in coordination with global and country government and public affairs teams to identify, cultivate and maintain strategic partnerships with key external stakeholders to build awareness of the nature of our business, and the benefits it brings to the region.
- Regional Collaboration: Drive collaboration across the government and public affairs teams in Asia Pacific to ensure a unified regional approach by managing administrative infrastructure such as regional budgets, team meetings and tracking of key performance indicators.
- Communication Materials: Create persuasive communication materials, including whitepapers, press releases, speeches, and op-eds to convey the company’s policy positions and advocacy initiatives.
- Executive Engagement: Develop and coordinate opportunities for executive engagements on key topics with government officials, including high-level political visits. Prepare briefs and other materials to inform and support the company's policy positions with internal and external stakeholders
- Public Affairs Metrics: Track key performance indicators to assess the impact of public affairs efforts and adjust strategies accordingly
- Bachelor’s degree in International Affairs, Public Policy, Government Affairs, Political Science, or a related field.
- 5-6 years of professional experience in public & government affairs, with a strong track record of success
- Exceptional communication and advocacy skills, with the ability to convey complex policy issues to diverse audience
- Demonstrated experience in thought leadership program management and strong organizational s
- Strong analytical & research skills to stay informed about relevant policy developments

You will play a pivotal role in supporting the government and public affairs country teams in Asia in shaping the company’s policy positions, identifying strategic opportunities to amplify the company's leadership and brand that reaches key government stakeholders, and lead the plans and actions for public policy and thought leadership initiatives and programs for the Asia Pacific region. Designs plans for government outreach by providing analysis of emerging or existing legislative public policy issues impacting the company. Gathers intelligence and assists in the preparation of position papers, policy briefings, presentations, and legislative testimony for pending legislative actions. Coordinates actions through strategic partners in government and industry communicating corporate positions and objectives. Projects may include implementation of public policy activities, government and industry lobbying efforts, advocating government funding initiatives and identifying new opportunities favorably advancing the company’s influence with government policymakers.
