Strategic Procurement
- Develop procurement strategies based on business needs and ICT market analysis
- Conduct industry engagement and analyse relevant procurement data to make informed procurement decisions
- Manage ICT bulk tender projects
Management of Procurement Execution
- Co-draft and/or review tender documents including specifications, Terms and Conditions, and evaluation criteria.
- Guide users through various procurement processes
- Evaluate tenders and ensure compliance with Government procurement policies
- Assess technical requirements with understanding of ICT industry and key players
Contract Management
- Monitor supplier performance and service levels
- Handle contract variations and technology updates
- Manage supplier relationships and resolve disputes
- Review risks in agreements, especially for Commercial Cloud services and Software-as-a-Service subscriptions.
Advisory & Support to Customers
- Guide customers on Government procurement policies and compliance
- Review and assess procurement risks and the impact to the contracts and customers
- Provide procurement advice to Customers
Project Management
- Ensure timely completion of procurement projects
- Prepare status reports for management
- Manage stakeholder communications
- Monitor project timelines and quality standards
Compliance & Audit
- Ensure adherence to Procurement policies
- Support procurement audits and follow up on findings till closure
- Guide Customers on contract management matters
Experience & Technical Knowledge:
- Minimum 5 years of relevant work experience in the ICT Industry and/or Government procurement.
- Experience in Government e-procurement systems, tender evaluation and contract negotiation will be advantageous.
- Be familiar with Government IM on Procurement.
- Good knowledge of ICT procurement and contract management practices.
- Understanding of ICT market trends and pricing models.
- Experience in managing Cloud, Software as a Service (SaaS), and/or Agile projects.
- Participated in full software or product development cycles.
- Proven experience in IT business analysis.
Project & Supplier Management:
- Experience in Project Management for Monitoring and Tracking.
- Experience in contractor dispute resolution and performance management will be advantageous.
Soft Skills & Personal Attributes:
- Ability to communicate effectively across all levels.

Our facility in Singapore has key functions in research and development, procurement, sales and finance for our Lighting and Detection business lines, in addition to key functions related to our Optics Manufacturing capabilities.
This siteproduces optical lenses such as spherical, aspherical and plano optics, with large machine shop capabilities and expertise in optical coating and assembly. Our photonic products and solutions serve a wide range of markets and applications in the areas of medicine, life science, industrial manufacturing, defense, and aerospace, as well as research and development.
We are presently seeking a Procurement Specialist that will responsible for managing the company's purchasing processes and ensuring the timely acquisition of goods and services at the best possible prices.
Main responsibilities:
- Develop and implement procurement strategies to optimize purchasing processes and reduce costs.
- Conduct market research to identify potential suppliers and evaluate their products and services.
- Negotiate contracts and agreements with vendors to secure favorable terms and conditions.
- Collaborate with internal stakeholders to understand their purchasing needs and requirements.
- Manage supplier relationships and resolve any issues or disputes that may arise.
- Monitor inventory levels and track order status to ensure timely delivery of goods.
- Analyze procurement data and generate reports to track performance and identify areas for improvement.
- Ensure compliance with company policies, procedures, and relevant regulations and standards.
Requirements:
- Minimum Diploma or Bachelor's degree in Business, Supply Chain Management, or a related field.
- At least 3 years of relevant experience in a manufacturing environment as a Buyer, Sourcing Specialist, or Procurement Specialist.
- Proven experience in procurement or a similar role.
- Strong negotiation and communication skills.
- Excellent analytical and problem-solving abilities.
- Proficient in Microsoft Office and SAP.
- High attention to detail and ability to manage multiple tasks simultaneously.
- Good knowledge of procurement best practices and industry trends.
