Purpose and Scope:
- The Senior Principal Architect plays a pivotal role; the QP has to be engaged when submission to the relevant authorities are required, such as getting a development control approval, as well as various permits to start construction works in a project.
Responsibilities
- As QP, you are to manage the Architectural team, as well as other disciplines, to ensure that the project plan comply with the Clients’ requirement.
- Responsible for project brief formulation, design conceptualization and presentation.

- Plan preparation & submission for building plan clearances, complying to relevant codes and regulations.

- Guide and groom junior architects /arch associates under your wing.
- Oversee architectural details & specifications.
- Handle tender process (including tender queries that involve compliances).

Academics:
- Degree in Architecture or its equivalent
- Minimum equivalent to RIBA Part 2
- Minimum 10 years of relevant experience in the industry
Skills & Knowledge:
- Conversant in BIM (Revit) and AutoCAD platforms to perform drawing and design work.
- Experience in Corenet Submission requirements, procedures and standards for BIM (Revit) and AutoCad (2D) format.
- Experience in the use of BIM tools for design / tender / construction documentation.
- Knowledge in basic regulatory requirements (URA, BCA, SCDF, PUB, NEA, LTA, NParks, etc), and Arch related Codes of Practice.
- Experience in annotations and descriptions for 3D models and 2D drawings.
- Skills in presentation applications like V-Ray, Lumion, Enscape, etc will be advantage.
Character / Traits:
- Possesses good interpersonal skills for coordination and collaborative processes on multi-disciplinary basis.

Job Description
1. The appointed DfS Professional is to perform the necessary duties as part of the delegation of Land Transport Authority’s duty in convening the DfS Review Meeting and producing DfS Register as stipulated in the DfS Regulations. The duties of DfS Professional also include, but not limited to:
a) Coordinate the stakeholders (Authority (LTA), designers, contractors and subcontractors, etc.) and to facilitate the communication of vital information that could affect safety and health risks in the project;
b) Convene DfS Review Meetings via Workshops as necessary to identify all foreseeable design and construction risks in the project and discuss how each of the foreseeable design and construction risks can be eliminated or reduced;
c) Ensure that each DfS Review Meetings /Workshops are attended by all the relevant designers and contractors /subcontractors appointed and DfS shall prepare a set of Minutes of Meeting to record down what were discussed for audit purpose;
d) Prepare, develop and submit DfS Register containing information and records on every DfS Review Meeting convened and every residual design risk in the project to the Authority;
e) Ensure that the DfS Register is kept up to date at all times;
f) Ensure all designers and contractors/subcontractors appointed for the project have access to the DfS Register;
2. The DfS Professional shall propose a systematic review process for Authority (LTA)’s approval. For example, to assist the stakeholders in reviewing the design and construction, the GUIDE process developed by the Workplace Safety and Health Council in the DfS Guidelines can be implemented:
a) G – Group together a review team consisting of major stakeholders.
b) U – Understand the full design concept by looking at the drawings and calculations, or have the designers elaborate on the design.
c) I – Identify the risks that arise as a result of the design or construction method. The risks should be recorded and analysed to see if they can be eliminated by changing the design.
d) D – Design around the risks identified to eliminate or to mitigate the risks.
e) E – Enter all the information including vital design change information affecting safety and health or remaining risks to be mitigated into the DfS Register.
3. The DfS Professional shall adopt LTA Safe-to-Build Project Safety Review Process in preparing DfS Register via Civil Design Safety Submission (CDSS), Civil Construction Safety Submission (CNSS) and Civil Handing Over Safety Submission and make presentation to LTA at Project Safety Review Meeting chaired by LTA Representative for approval. Civil Construction Safety Submission (CNSS) shall cover risk associated with ERSS works, excavation works, piling works, reinforced concrete works, backfilling to station box/cut-and-cover tunnels, mined tunnels, sewer pipe jacking works, manhole construction, strut removal, architectural works (including architectural provisional items), etc. All residual risks that cannot not be closed at CNSS stage shall be transferred to Civil Handing Over Safety Submission and approval by the Project Safety Review Committee must be sought before handing over the residual risk to appointed Rail Operator.
4. The DfS Professional shall review all method statement and risk mitigation measures proposed by each sub-contractor before contractor project director approves the method statement/risk mitigation measures. Thereafter, DfS Professional shall carry out a monthly review meeting with the Designer, contractors/sub-contractors on DfS Register and carry out at least three site inspections at weekly interval to check that all mitigation measures proposed are implemented at site. The DfS professional shall monitor performance of ERSS via instrumentation readings obtained via the Authority appointed Instrumentation Contractor. Proper site record shall be submitted to the Contractor Project Director on his findings for each site inspection. The DfS Professional shall record all review meeting with proper minutes of meeting and seek approval of the review meeting minutes by the contractor Project Director.
5. The DfS Professional shall make presentation on DfS Register including all update on CDSS, CNSS at LTA Monthly Risk Register Meeting chaired by the Engineer’s representative and LTA Director Quarterly Risk Register Meeting. The DfS Professional shall prepare minutes of meeting for these meetings. Upon completion of relevant activities or works, the DfS Professional shall seek approval from LTA to close the hazard identified and submit the Hazard Closure Form to LTA for approval.

You are the interface to users in making sure the plans and the design of the facility are meeting the user requirement. You play a key role in ensuring these requirements are accurately captured and translated to 'built'. You are a valuable partner to the users in every step of the project from design to built, and the eventual handover of the facility.
You are the proxy of the users for the infra project team and system owners to confirm user requirements and translate them into system design.
In meeting the above objectives, you are effectively a bridge between the users and the team responsible for delivery of the facility, managing changes induced by either team and striving for win-win through engagement and collaborative solutioning. Your role is paramount to the successful project delivery.
Responsibilities
- Facilitate user sign-off of design documents including RLS, RDS, and equipment list.
- Ensure user requirements are captured and translated accurately into shop drawings.
- Participate in project commissioning and facilitate user T&C process.
Design Phase
- Monitor DD binder issuance schedule and ensure timely delivery and reasonable quality of binders.
- Engage users when needed to facilitate binder review and sign off.
- Support and guide the users in reviewing the DD binders, focusing on areas with potential impact to infra planning (refer to DD sign off manual).
- Be the go-to person for the users on queries regarding DD binders and offer explanations on the limitations in effecting certain changes, e.g., structural planning, lift/stairs, toilet shaft. (These limitations will change as the project progresses.)
- Flag user comments that may have major infra impact for early review and user management.
- Ensure all user comments are tracked and followed up with a definitive outcome.
Construction Phase
- Keep pace with the project progress, particularly on the assigned locations.
- Manage change and identify the impact on user departments and the limitations in effecting changes.
- Be the go-to person for users on all changes related to the location and manage change requests by highlighting limitations, proposing alternatives, and escalation when appropriate.
- Ensure there’s good documentation on finalized user requirements (i.e., RLS, RDS) and change requests.
- Sign off shop drawings for user requirements, ensuring finalized user requirements are captured.
- Ensure approved changes are captured and translated to built.
T&C Phase
- As part of the project team, participate in the project commissioning with a focus on ensuring good delivery of user requirements.
- Facilitate user departments' T&C process to ensure smooth handover of space.
- Follow up on defects and rectification.
Team Lead Function
The team lead of the DevSec location reps is expected to support and guide the team members in executing the above roles. In addition, the team lead is expected to:
- Ensure knowledge transfer to equip and enable the team members.
- Supervise the team members when necessary in meeting the deliverables.
- Support the team members in more challenging user engagement.
- Organize regular sessions to update progress, share difficulties encountered, and collectively develop solutions.
- Track and report deliverables at each stage of the projects.
Requirements
- Min Degree with specialization in engineering, architecture, or infrastructure project management
- Minimum 5 years of relevant experience. Experience with healthcare projects is an advantage.
