What the role is

As Deputy Director (Marcoms), you will be part of the Corporate Communications team of the Communicable Diseases Agency (CDA).

Overview
CAAS is currently seeking a skilled and experienced digital communications professional to join our team. (What the role is)

Join IRAS and Make a Difference to the Singapore Tax Story

As our Director of Corporate Communications, you will be the architect of IRAS' internal and external communication strategies and a trusted advisor to the Senior Leadership team. This is a strategic, high-visibility role responsible also for driving brand and content strategies across multiple channels, as well as media relations and crisis management.

(What you will be working on)

Strategic Leadership

  • Develop and oversee implementation of IRAS-wide communications strategy
  • Lead brand strategy and reputation management initiatives
  • Direct marketing communications strategy and budget allocation
  • Align communications objectives with national agenda and organisational goals

Media and Crisis Management

  • Develop strategies to engage media channels in order to portray the agency and its messages accurately. Where necessary, work with other government agencies with similar mandates or issues with cross-cutting impact
  • Lead media relations and crisis communications, anticipating possible public reactions and media reporting angles
  • Guide spokesperson preparation and media engagement
  • Oversee media monitoring and sentiment analysis
  • Develop strategies to manage public perception and media narratives

Content and Digital Strategy

  • Direct content strategy across all platforms with emphasis on digital-first approach
  • Guide narrative development and message framing across campaigns to align the national narrative and guide the framing of messages to ensure socio-political and cultural sensitivities are well balanced with effectiveness of messaging
  • Ensure brand consistency across all communications
  • Oversee performance measurement and analytics

Outreach and Engagement

  • Provide strategic guidance on internal and external communications programmes and stakeholder engagement
  • Manage inter-agency relationships and communications
  • Guide public outreach initiatives

Analytics and Research

  • Drive data-informed decision making to address communications and branding issues
  • Oversee communications research agenda
  • Guide sentiment analysis and public opinion monitoring

Role overview
Joining at Associate Director level, you’ll have the opportunity to lead and expand a portfolio of CDR UK’s financial services clients. A key priority is to drive strategic growth—retaining and expanding current accounts while identifying and securing new business opportunities. You will play a pivotal role in strengthening client relationships and leveraging CDR’s global network to extend mandates across international markets.
The day to day
Client Leadership:
Manage high-profile accounts, delivering best-in-class communications programmes for CDR UK’s asset & wealth management and financial services clients. Drive business growth by identifying new opportunities within existing mandates.
Strategic & Hands-On Execution:
Take a proactive, hands-on approach to both strategy and execution, ensuring high-quality delivery across all aspects of client work.
Media & Stakeholder Engagement:
Leverage an extensive media network to generate impactful coverage across national, trade, and consumer media. Execute media campaigns that resonate and drive brand recognition.
Commercial Acumen:
Run accounts with a strong focus on commercial performance - optimising service levels, maintaining profitability, and managing resourcing effectively.
Event Management:
Oversee large-scale media awards and stakeholder events, delivering high-impact experiences that enhance brand visibility.
Business Development:
Identify and develop new business opportunities, crafting compelling proposals and delivering pitch presentations alongside colleagues.
Team Leadership & Mentorship:
Guide and mentor junior team members, fostering professional development and strengthening the firm’s financial services expertise.
About you
Minimum 6 years’ experience in communications, primarily within a consultancy environment.
Strong expertise in UK and international financial services, covering:
Banking, credit, and lending markets, including corporate, retail, and digital banking.
Insurance, wealth management, and financial technology.
Private capital, investment firms, and alternative asset classes.
Strong understanding of financial services trends, enabling strategic adaptation to evolving industry dynamics.
Extensive network of media contacts across financial services at both national and trade levels.
Proven ability to craft near-final communications content (press releases, articles, social media, website copy, etc.).
Expertise in delivering multi-channel communication programmes, spanning earned, owned, and shared media.
Experience in thought leadership campaigns, including working with third-party research firms to create and promote white papers.
Strong event management skills, particularly in coordinating cross-border media and stakeholder events.
Track record in new business development, from prospect meetings to proposal drafting and senior-level pitch presentations.
Leadership capabilities, with experience managing and motivating account teams and junior colleagues.
Confident presentation skills and the ability to influence key stakeholders.

In this dynamic role, you will partner with the Executive Director and senior leadership to drive our communications vision, build NCIS’ brand as a world-class cancer centre, and spearhead engagement initiatives across media, digital, academic and community events, internal culture, and philanthropy. Key Responsibilities
Strategic Planning and Leadership
Develop and execute an institution-wide corporate communications strategy aligned with long-term goals and strategic initiatives.

Change communications for operational transformation: Be involved in change management efforts by using communication strategies to frame changes in terms of benefit, efficiency, or experience enhancement, linking to larger strategic goals.
People development: Builds and leads a high-performing team and acts as counsellor, mentor, and coach.
Foster a culture of collaboration, creativity, and continuous learning in alignment with the future of corporate communications.
Academic and Community Engagement
Lead a team and work with multiple stakeholders in the planning, co-creation and management of engagement events and programs in the hospital and community settings.
Ability to monitor and measure the impact and satisfaction levels of events and community activities to continuously improve strategies.
Manage and curate hosted visits by government leaders, donors, academic partners, and VIP guests, ensuring a seamless institutional experience.

Marketing and Communications
Develop a strategic brand, marketing and communications plan that addresses NCIS geographic and healthcare sector market leadership ambition.

Deliver innovative campaigns to increase NCIS market share and reputation to be a world class oncology centre locally and globally.
Champion innovative use of digital channels including web, account-based media buy, marketing automation and social media.
Oversee brand narrative, editorial standards, and tone of voice to ensure consistency and impact across all communication platforms.
Collaborate with faculty and research teams to translate clinical, research and education outputs into compelling, audience-relevant stories.
Position the institution’s academic and scientific achievements through local and global communication channels.
Leverage data and analytics to drive insights; develop and implement metrics to measure results of marketing campaigns and programs including lead generation/sales in line with marketing automation system implementation; provide analysis and recommendations to support continuous growth, improved execution and team development.
Organizational Culture and Engagement
Partner with leadership to strengthen internal communication that aligns with institutional values and strategic change.

Provide regular updates and reports to leadership team on fundraising progress and performance.
Project Stewardship
Assist in managing key projects and initiatives by coordinating tasks, deadlines, and resources.
Monitor project progress, track milestones, and provide regular updates to the executive.
Good resource management to oversee budgets and allocate resources effectively for events, programs and public forums.
Prepare project reports and presentations as needed.
Institutional Support & Flexibility (~20%)
Undertake other responsibilities as assigned by the Reporting Officer or Department Head.
Provide flexible support for cross-team initiatives and evolving institutional priorities.
Key Requirements
Minimum of 15 to 20 years of progressive experience in communications, marketing, or strategic engagement roles, with at least 5 years in a leadership capacity.
Tertiary qualification in Communications, Marketing, Media, Journalism, Public Relations, or a related discipline; postgraduate qualifications are an advantage.
Exceptional candidates with less traditional pathways but who demonstrate outstanding leadership, strategic thinking, and institutional alignment may also be considered.
Exceptional written and verbal communication skills, with the ability to craft compelling narratives across platforms and audiences.
Strong relationship-building, stakeholder engagement, and influencing capabilities, with a demonstrated ability to navigate complex environments.
Confident public speaker with excellent presentation skills and a strong executive presence.
Proven change agent with the ability to manage ambiguity, balance competing priorities, and drive strategic alignment across functions.
Effective people leader with a track record of building, mentoring, and developing high-performing teams in both in-person and digitally connected work environments.
