Emergency Program:
- Directs, coordinates, and participates in the development and implementation of program goals, objectives, policies, and procedures.

Emergency Operations Plan:
- Provides necessary project management and support for all emergency preparedness sub-committees as needed.
- Develops and maintains the Emergency Operations Plans, both hard copy and on-line.
- Ensures that an updated version of the manual is prepared at least annually, and that the plan meets industry standards.
- Collects, reviews, and edits all departmental plans for compliance and consistency prior to publication, and ensures that the plans are cohesive and comprehensive.
- Ensures that accepted recommendations from incident critiques and/or ad hoc task forces are included in updated versions of departmental plans.
- Coordinates approval from executive management prior to publication.
- Facilitates and manages emergency exercises and drill program globally. Completes after action reports and identifies improvement strategy related to each incident.
- Coordinates Emergency Preparedness readiness training, including the execution of all Emergency Preparedness exercises for each business unit.
- Identifies coordinator in each business unit to support the program.
- Convenes a planning group for each exercise, assists in the selection of a scenario and in the design of exercise logistics.
- Develops process for critique of each exercise and records recommendations and lessons learned.
- Develops other more specific and frequent exercises as deemed necessary by the committee or the sub-committees.
- Participates with internal and external task forces, committees, and agencies regarding emergency preparedness and represents organization on local and State preparedness committees as required.
- Participates in all business unit training efforts directed toward improving knowledge base on emergency planning and response best practices.
- Attends Emergency Preparedness meetings with external agencies.
- Represents the organization when appropriate.
- Reports and implements outcomes, decisions, and recommendations that will enhance the emergency preparedness.
Requirements
- Min Degree in any field, preferably in the fields of Business or Engineering
- Proven 5 years of working experience in project management in the Emergency Preparedness role with managerial experience
- Excellent client-facing and internal communication skills
- Excellent written and verbal communication skills
- Solid organizational skills including attention to detail and multi-tasking skills
- Strong working knowledge of Microsoft Office

- Report, take work execution and direction from Safety Engineer
- Security Management
Development, implementation and maintenance of the security procedures, countermeasures, awareness
Perform Security Risk Assessment to ensure compliance and impact needs
Responsible for site physical security, security controls, travel security management, security threat impact analysis and mitigation of site security incident and threat management
Manage onsite security manpower (contract 3rd party), contracts and performance of the security team
Interfacing with external vendors, Maintenance and Facility Functions to ensure minimum physical security functions are available - Responsible and Leading Turnaround Events
As a bridge between Safety and Turnaround organization to ensure safety requirements are aligned and executed
Support Turnaround Manager for Turnaround safety planning and execution
Lead the TA safety team comprising of internal safety personnel and contractor safety personnel to execute the Turnaround Safety Plan and activities
Ensure improvements, lesson learnt from from Turnaround are implemented for learning, improvement to strengthen Turnaround Safety Plans, processes and cultures - Workplace safety and fire safety performance
Ensure Neste Corporate Principle, Standard and applicable Workplace Safety, Operational Safety and Occupational Health & Safety regulations are executed with clarity, to the level of expectation, compliance and requirements across internal and external stakeholder
Reduce workplace risk, hazardous substances including petroleum and flammable materials, machinery and equipment risk through implementation of risk management and control measures
Support emergency and crisis management, incident management, pandemic plans to ensure continuous refinery operation and fulfilment of KPIs
Manage contractors and employees safety wellbeing
Execute contractor safety induction course training topics, material and conduct contractor SIC training to the refinery
Perform the duties and role of Fire Safety Manager in accordance to regulatory requirement and best practices
Assurance of fire safety licenses, permits application and issuance to ensure continual operation - Support Safety Team and complete related safety duties and task as assigned
Keys to success in this role / The best combination to succeed in this role
- 5 to 7 years of working experience in driving operational safety in a chemical or refining work environment
- Experience in development and operationalisation of workplace safety program
- Solution provider to safety challenges, good in writing safety standards and procedures
- Familiar with local WSH regulations and have experience dealing with local regulators such as MHD, MOM, NEA, SCDF, etc.
- Minimum WSQ Specilalist Diploma in Workplace Safety and Health. Bachelor degree in chemical / process / process safety engineering field will be an added advantage.
