ROLE OVERVIEW:
The PMO Lead is Hilleman Laboratories' operational hub for portfolio and project delivery. Sitting within the Portfolio Realisation function, this role owns the governance infrastructure that keeps the vaccine and biologics pipeline on track, maintains the integrated view across all organisational projects, and sets the standards that project managers apply consistently across the organisation.
This is not a coordination or support role. The PMO Lead is a senior operational leader who builds delivery discipline, challenges poor planning before it becomes a problem, and actively develops project management capability across the organisation.
RESPONSIBILITIES:
The position reports to the Head of Portfolio Realisation and works in close collaboration with scientific and operational functions. Primary responsibilities will include but are not limited to the following:
Portfolio governance & integrated planning
- Own and maintain the integrated portfolio dashboard as the single source of truth for program status, resource loading, and milestone health.
- Run the portfolio governance cadence — monthly Portfolio Reviews, bi-weekly Program Steering meetings, and stage-gate boards — ensuring forums are decision-ready.

The Kallang Group Pte Ltd (TKG), a wholly owned subsidiary of the The Kallang Group Holding Co Pte Ltd which is incorporated by Sport Singapore (SportSG), is established to manage the Kallang Alive Precinct including National Stadium, Singapore Indoor Stadium, Kallang Tennis Hub and Kallang Football Hub. This centrally located precinct is Singapore’s premier sports, entertainment and lifestyle hub with integrated community programming. TKG aims to bring to life Singapore’s vision of the Kallang Alive Precinct as a national icon by maximising the full potential of the integrated sports, entertainment and lifestyle development.
With the new upcoming 18,000 seats indoor arena and relocated Home of Team Singapore (HTSG) within the 90-hectares precinct, TKG is tasked with the expanded responsibilities of planning and operating of majority of the new and existing building facilities including the public spaces; for and on behalf of the government. Responsibilities:
This role serves as the subject matter experts for mechanical system for all buildings within the 90-hecatares precinct, maintained and operated by TKG. These facilities include but not limited to: National Stadium, Singapore Indoor Stadium, Kallang Tennis Hub, Kallang Football Hub and upcoming buildings defined by Kallang Alive Master Plan.
The role shall lead, plan and manage mechanical system the maintenance and operations of Kallang Alive Precinct and facilities. The SM plays a role of system manager to manage the mechanical system from life cycle cost perspective; from cradle, operation, mid-life upgrade & enhancement and condemnation. Manage service provider ensuring maintenance work meet the contractual terms. Review and prepare tender specifications, responsible for preventive and corrective maintenance, life cycle cost budget plans, proposed improvement initiatives and sustainability programs. Working with key stakeholders both internal and external, including government regulatory agencies, SportSG, contracted consultants and vendors, this role will be eminent in ensuring system operations are align with business objectives.
Key responsibilities include:
System planning and execution:
- Overseeing the planning and management of mechanical system such as ACMV (chillers, AHUs PAHUs, and etc), Plumbing & Sanitary system (ejectors, storm water, submersible, waste hot & cold water system and etc), irrigation, Fire Protection (ESCS, detectors, call points, Fire Extinguishers, Hose Reels, Sprinklers, Hydrants, Fire curtains & shutters, Vertical transport system (lifts, escalators, hoist and etc) and Building Management System (BMS).
- To lead and manage service provider for management of mechanical system. Responsible in preventive & corrective maintenance and ensuring KPIs and SLA are met, equipment condition assessment and mid-life upgrade or expansion, Life Cycle Cost (LCC) management, authority licensing requirements, inventory & spares management and condemnation.
- Subject Matter Experts (SME) in mechanical system. To work with service provider in ensuring the mechanical system is well upkept, in good and sustainable operating conditions; support and provide technical advisory for in-house TKG team for project work; to support and provide technical advise for future upgrading development.
- Addressing complex challenges that may arise during the development process, providing technical solutions and making critical decisions while seeking relevant stakeholders’ alignment.
- Cascade environmental sustainability measures to realise the organisation’s green building strategies.
Manage Budget and Contracts:
- To support and review tender specifications for mechanical systems
- Review maintenance contracts and budget plans for mechanical system

- Audit and monitor the performance standards of service provider.
Drive continuous improvement initiatives:
- Analyse data and proposed continuous improvement initiatives to improve system operation efficiency, cost optimisation operation and reliability for the mechanical system.

- Plan and coordinate office relocation and new office setup, including move-out, make-good requirements, move-in, renovation works, and fit-out procurement, to ensure the office is fully operational-ready according to stipulated timeline.
- Oversee day-to-day office and facilities operations to maintain a safe, functional, and efficient work environment that supports hospital planning activities, including the upkeep of furniture, utilities, shared amenities, and office infrastructure.
- Coordinate maintenance, repairs, improvement works, and resolution of office space and facilities issues to support smooth operations.
- Ensure workplace safety, health, and fire safety requirements are met, including maintenance of safety equipment, regulatory compliance, and coordination with Fire Wardens on preparedness and emergency protocols, in line with organisational and healthcare institutional requirements.
- Manage leasing matters, including landlord liaison, lease administration, renewals, and compliance.
- Oversee pantry management and parking administration to support daily office operations and staff needs.

Workplace Operations & Visitor Management
- Coordinate workstation provisioning and ensure each workspace is properly set up with the required equipment and accessories.
- Manage workplace systems, including access cards, visitor management, and room and resource booking systems.
- Manage visitor coordination and reception to ensure a seamless and professional visitor experience.
- Establish and streamline workplace processes and workflows to improve operational efficiency.
- Support business continuity and contingency planning for office operations, including coordination during facilities, safety, or workplace system disruptions, to minimise impact on hospital planning and project operations.
Vendor, Contract & Procurement Management
- Manage contracts for office space, facilities services, and workplace systems.
- Serve as the primary point of contact for vendors, including cleaning, security, maintenance, IT, and utilities providers.
- Monitor vendor performance, service standards, and contractual compliance.
- Drive cost-effectiveness and continuous improvement in vendor services.
- Oversee procurement of office supplies, equipment, and services, including vendor sourcing and onboarding.
- Manage the delivery, commissioning, inventory, tracking, maintenance, and issuance and return of office assets, equipment, and supplies.
- Maintain office records, documentation, and administrative systems, including contracts, inventories, access records, and standard operating procedures.
- Monitor office-related expenditure, track spending against budget, and support cost planning and financial reporting for office operations.
Administrative & Team Support
- Provide administrative support to the TGCH team and leadership, including calendar coordination, meeting support, and preparation of reports and presentations, for internal healthcare planning discussions and stakeholder engagements.
- Support staff onboarding, workspace setup, offboarding, and engagement activities.
- Coordinate office-based events, meetings, and hosted visits, including logistics, vendor coordination, room setup, and onsite support, particularly for healthcare, institutional, and external stakeholder engagements
Requirements:
- Degree in Business Administration, Office Management, Facilities Management, Project Management, Healthcare Administration, or a related discipline.
- 3-5 years of relevant experience in corporate office management, administration, facilities coordination, workplace operations, or project support, preferably within a healthcare, hospital, academic medical, or other institutional environment.
- Demonstrated experience in office setup and relocation, vendor and contract management, procurement coordination, and budget tracking within healthcare or other institutional operating environments will be a strong advantage.
- Strong organisational, coordination, and stakeholder management skills, with the ability to work independently, exercise sound judgement, and manage multiple priorities in a fast-paced environment.
- Good communication and interpersonal skills, with the ability to engage effectively with internal stakeholders, external partners, and service providers.
- Strong digital proficiency, including the ability to use emerging AI-enabled productivity tools to support coordination, document preparation, reporting, information management, and workflow optimization.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

About The Role
The Innovation & Enterprise Office (Ventures) advances SUTD’s efforts in translating innovations, creative work and tech into real-world impact. This role plays a critical role in partnering SUTD inventors in managing and translating their technology and innovations. He/she will also work closely with venture partner colleagues in the I&E team in licensing discussions and supporting spinoffs.
What You Will Do
1.IP Strategy
- Align IP strategy with broader SUTD strategic outcomes.
- Lead the design and review of IP related policies, commercialisation frameworks, and tech licensing best practices.
- Manage the university’s IP portfolio with a view to leverage and commercialise higher-potential technologies.
- Monitor the IP commercialisation pipeline and manage the dashboard to track key success metrics.
2.IP Portfolio Management
- Coordinate the submission of Technology Disclosures (TDs) by SUTD inventors which includes conducting preliminary assessments of the TDs and facilitating internal reviews to arrive at patenting decisions.
- Assess disclosed inventions and applied research outputs for commercial potential, market relevance, and scalability.
- Set up and maintain dashboards to track the IP lifecycle from the point of disclosure to commercialisation.
- Manage the patenting process by working closely with patent attorneys and firms in IP protection and prosecution activities and managing the budgets associated with these activities.
- Recommend which technologies to prioritise, pause or stop based on commercial readiness and market demand.
3.IP Commercialisation and Licensing
- Advise inventors on IP strategies to facilitate commercialisation together with venture building colleagues.
- Lead licensing discussions with spinoffs together with venture building colleagues.
- Act as main point of contact for portfolio of licensee companies ensuring regular engagement and updates with a clear understanding of each licensee’s milestones and requirements.
- Manage and grow the licensee portfolio.
4.Other Strategic and Ad-Hoc Initiatives and Projects undertaken by the Office
Who We Are Looking For
- Bachelor’s degree in STEM.
- 15 years or more of experience in IP management and proven track record in licensing and enabling tech commercialisation.
- Demonstrated ability to translate technical concepts into clear market and commercial narratives.
- Strong stakeholder management skills with inventors and industry partners
- Familiarity with deep tech domains.
- Experience working in lean teams and driving changes.
