· Perform Tender evaluation, negotiations, selection of Contractor and reporting to senior management
· Review and approve Purchase Orders / Change Orders / Bid Evaluations
· Review of Project Procurement Plan / Expediting Plan / Schedule and develop Project-specific procurement procedures if required
· Handling negotiations, claims and variations, verifications of the payment claims, preparation of documentation and advice to support dispute resolution and other necessary procurement support during the entire phases of the Project
· Manage and liaise with Contractors for any OS&D or warranty issues
· Record and publish Meeting Memos and chairing a Meeting as required
· Monitor and manage overall procurement progress for pre and post award stages
· Participate in KOM for key packages
· Prepare different internal weekly / monthly reports
· Manages close-out of Procurement activities including PO Closeout Reports and hand over to Operations Team
· Prepare contract documents, incorporating the effect of all clarifications, negotiations, and qualifications
· Management of contracts by rendering contractual support in form of drafting contractual correspondences, evaluation of changes/variations and on processing Change Requests, issue Variations/Amendments to Contracts, evaluation of claims, resolving disputes and closing out Purchase Orders
· Ensure that contract/procurement strategies, tenders, contracts and variations are in full compliance with Company Regulations and various procedures
· Maintain strict confidentiality and ethics on all contractual matters. Propagate and maintain zero harm culture.
· Liaison with O&M Personnel and EPCIC/ EPC Contractors.
· Coordinate with the Development personnel for all the project development phases.
· Transfer job relevant knowledge and knowhow to Company staff in terms of training
· Any other tasks assigned by Contracts and Procurement Manager

Requirements
· BSc Degree in Engineering Discipline, Law, Business Administration or equivalent. A post graduate qualification in Procurement Management or Project Management is desirable from a reputable university or equivalent level of institute
· Extensive proven practical experiences of contract management in the execution of EPCIC in Oil and Gas project and subsea project experience would be preferred
· Willing to transfer internationally and be prepared to spend extended durations at the various contract work sites
· Be able to work independently with little supervision but strong sense of responsibility
· A good command of verbal and written English and Mandarin
· Work experience in South East Asia region would be advantageous
· Must have at least 10~15 years of experiences in Oil and Gas industry
· Must have sufficient experiences in managing Contractors’ procurement team, including expeditors, site materials controllers and logistics co-ordinators
· Working knowledge of Oil industry standards and international environmental regulations/ requirements showing the ability to comply with and apply these requirements
· Computer literate in data base/ spreadsheet and relevant software
· Have ability to organize own work and meet strict deadlines
· Proficient in business correspondence, contract verbiage, report writing with strong analytical, negotiation and problem-solving skills
· General understanding of Lump Sum, Cost Plus and Unit Rates compensation mechanism for engineering, procurement, construction, installation and commissioning and maintenance / operation related services and preparation/analysis of work execution programmes.
· Well versed in carrying out procurement work in strict compliance avoiding conflict of interest and meeting with high standards of business ethics
· Possession of sound knowledge of project purchasing, expediting, transportation and materials management functions is desirable
· Good leadership skills, along with communication and interpersonal skills
