SUMMARY OF THE ROLE
The incumbent will support the development, implementation and maintenance of MOHH HRIS system (including integration with external systems such as SAP ERP system, SAP S/4HANA, Automated ID and Access management system etc), which serves as the “single source of truth” for data analytics and reporting. The incumbent will support the HRIS manager/team lead to continuously identify areas of improvement through system enhancement and/or the use of technological solutions to improve HR strategies and processes as well as to provide an amazing employee experience.
JOB RESPONSIBILITIES
Systems Implementation, Maintenance & Support
- Serve as subject matter expert on system issues and provide recommendations / solutions as required to support the smooth-running of HR operations.
- Support the implementation of new HR systems/ solutions and to be actively involved in the various phases of the life cycle including participating in the study for the needs of a new system, design, development as well as partnering with IT vendor & Synapxe on the implementation.
- Ensure the user adoption of new platform and conduct user training for HR staff/ administrator, when required.
- Managing all systems’ related issues including issues arising from system integrations and work with IT vendor to provide efficient resolution to users in a timely manner.
- Partnering with cross-functional team members, IT partner & Synapxe to ensure all HRIS-related issues/ enhancements / queries are addressed in a timely manner.
- Managing requests for process improvements, system development and support the approval process (including putting up paper/email submission) to procure services from the IT vendor.
- Synthesizing and documenting requirements for process improvement, enhancements, and implementation of new system/solution.
- Developing, documenting and maintaining all current and new HRIS business process workflows for efficiency and compliance.
- Managing the setup and management/ organisation of data in MOHH HRIS, including performing mass upload of data on periodic basis, to meet payroll timelines.
Process Improvement through technologies / automation
- Maintain awareness of current / latest technological trends and work with various stakeholders to review requirements / processes and actively suggest improvements / solutions to support policy and process changes to improve productivity.
Data Analytics & Reporting
- Understand stakeholder’s requirements and assist in the design and generation of customized reports / dashboards on a periodic / need-basis from MOHH HRIS.
- Partnering MOHH Data Analytics (DA) Team to automate the generation of HR dashboards
Supporting and Complying with System Access Audit and PDPA
- Administering users’ system access to perform periodic audit and testing to ensure access is granted according to the approved access framework (i.e. “need-to” basis, no excessive rights given)
- Reviewing adequacies of PDPA policies and procedures and put in place controls & documentations to ensure compliance with PDPA/IT security policy and ensure data integrity of system(s).
JOB REQUIREMENTS

SUMMARY OF THE ROLE
The Mediation Unit was established in 2014 to promote the use of mediation to resolve healthcare disputes. The Unit provides healthcare mediation services, operates a helpline to address mediation queries, and offers training workshops for healthcare staff.
JOB OVERVIEW
This role is integral to the functioning of the Mediation Unit, and will provide support for the Unit’s training development and mediation services. It will involve the conduct of workshops, independent handling of confidential cases, and interactions with internal and external stakeholders.
Job Responsibilities
Training Development
- Ensure timely response to training enquiries.
- Design training programmes, develop training materials, and conduct workshops organized by the Unit.
- Work with public healthcare clusters to map and align training programmes with their conflict management needs.
- Assist in organising and maintaining the training database and statistics.
Mediation Services
- Assess suitability of cases for mediation.
- Engage in pre-mediation (where appropriate) and help parties prepare for mediation with the objective of increasing the likelihood of settlement.
- Assist in manning the Mediation Helpline and email account, ensuring timely response to public feedback and enquiries.
- Assist in maintaining the mediation registry and Unit statistics.

Reporting to the Team Lead, Claims Management Office, the Claims Rules Analyst supports the development, review and implementation of MediShield Life Claims Rules .
The role sits at the intersection of clinical evidence, claims analytics, policy judgement and stakeholder engagement . The officer will review clinical literature and international claims guidance, analyse historical claims data, work with clinician expert groups and MOH stakeholders, and translate findings into clear Claims Rule proposals and senior management submissions.
The officer will also support the promulgation, education and post-implementation monitoring of Claims Rules to promote appropriate MediShield Life claims and prudent use of healthcare resources.
This role requires comfort working with ambiguity, as officers will often need to make balanced recommendations amid sparse evidence, noisy claims data, differing clinical views and operational constraints.
JOB RESPONSIBILITIES
1. Claims Rules Development
- Conduct literature reviews of clinical guidelines, international claims guidance, health technology assessments and published medical literature.

Education and Professional Background
A basic university degree is required. The following backgrounds would be advantageous:
- Medical degree, pharmacy degree, life sciences degree, health economics degree or related healthcare qualification.
- Medical doctors, pharmacists or healthcare professionals familiar with clinical procedures, clinical guidelines or healthcare operations.

Job Requirements:
Educational Requirements:
Bachelor’s degree in Business, Information Systems, Engineering, or related disciplines. Candidates with other degrees may be considered if they have strong relevant experience in transformation initiatives, workflow automation, or technology-enabled projects.

You will be part of the General Counsel’s Office at the Communicable Diseases Agency (CDA), providing legal support to CDA across a broad spectrum of public health concerns. These include strategic research, laboratory testing, inter-agency and international cooperation, and the implementation of public health measures to detect, prevent and control infectious diseases in Singapore. - Assist CDA’s policy divisions with the formulation and vetting of proposed legislation, and advice on policy/operational matters with legal implications including the issuance of legal orders under the Infectious Diseases Act 1976.

Requirements :
- Tertiary Education in Law.
