From conceptualising social content to executing campaigns and managing our website, you will play a hands-on role in connecting working Singaporeans with jobs and skills opportunities, in a way that is friendly, helpful, and caring.
The role suits a self-driven communications professional who is equally comfortable creating content independently and collaborating with an external agency to bring ideas to life. Fresh graduates with strong practical portfolios are welcome to apply.
Responsibilities:
Social Media Management
- Plan, manage, and publish content across LLSG's social media platforms, including LinkedIn, Instagram, and TikTok
- Conceptualise platform-appropriate content formats, including carousels, captions, short-form videos, and reels, in line with LLSG's brand voice and editorial standards
- Work closely with external digital marketing agency on content development, providing clear briefs, reviewing outputs, and ensuring timely delivery
- Monitor platform performance and produce regular analytics reports, translating data into clear insights and recommendations
- Conduct social listening to track relevant conversations and audience sentiment, surfacing opportunities to inform content strategy
Content Creation & Design
- Create and adapt visual and written content using tools such as Canva or Adobe Creative Suite, ensuring alignment with brand guidelines
- Handle photography for events and content needs, including basic photo editing and curation
- Produce short-form video content independently where required, including filming and editing for TikTok and Instagram Reels
- Write engaging, on-brand copy across formats and channels, adapting tone for different platforms and audience segments
Website Management
- Upload, format, and maintain content on LLSG website, ensuring accuracy, timeliness, and brand consistency
- Write and edit articles and web copy, keeping content relevant and accessible for working Singaporeans
- Conduct regular content quality checks and flag UX or content issues for review
Email Marketing
- Support the drafting, formatting, and scheduling of EDMs, including event mailers and newsletters, coordinating with stakeholders to ensure accuracy and timely deployment
Campaign and Event Support
- Provide end-to-end support for LLSG marketing campaigns, including SkillsFuture Festival and other major activations, covering asset development, timelines, and coordination
- Assist with on-ground communications support at events, including social media live coverage, photography, and collateral management
Partner and Stakeholder Coordination
- Liaise with partners and collaborators on co-branded communications, supporting asset reviews, approvals, and brand alignment
- Coordinate with internal stakeholders across other department to gather timely inputs for content and campaigns
Media and Asset Management
- Maintain an organised library of approved photos, videos, copy, and brand assets to support efficient content production across the team
Requirements:
- Diploma or Degree in Communications, Marketing, Digital Media, Design, Visual Communication, or related field
- Hands-on proficiency with content creation and design tools such as Canva, Adobe Creative Suite, or equivalent
- Comfortable with photography and basic photo editing, with a good eye for composition and visual storytelling
- Skilled in creating and editing short‑form video content for TikTok and Instagram Reels, with strong copywriting and social media analytics expertise
- Organised and detail-oriented, with the ability to manage multiple workstreams and meet deadlines independently
- Experience working with a creative or digital agency, or familiarity with website CMS platforms, is an advantage.

Job Description
This role leads a team in Lifelong Learning Singapore (LLSG) to support the delivery and continuous improvement of SkillsFuture Advice (SFA) and Skills & Training Advisory (STA) programmes across our HQ and Community Development Council (CDC) based teams.
The role works closely with Skills & Workforce Development Agency (SWDA), CDCs, government agencies, employers, training providers, community partners and other collaborators to promote jobs-skills advisory, outreach and activation efforts for individuals, including underserved and priority segments.
The Team Lead / Assistant Director will support the translation of strategic priorities into practical execution plans, guide teams in achieving programme outcomes and KPIs, strengthen partner collaboration, and build team capability to deliver consistent and effective advisory services.
Key Responsibilities
1. Lead Programme Delivery and Performance
- Oversee the delivery of SFA and STA programmes across HQ and CDC teams, ensuring that outreach, advisory, service quality and programme KPIs are met.
- Work with CDC Team Leads and HQ staff to translate strategic priorities into clear workplans, quarterly priorities and district-level execution plans.
- Monitor progress, identify operational gaps or risks, and support timely follow-up actions to improve delivery outcomes.
2. Strengthen District Coordination and Operating Consistency
- Coordinate across CDC teams and HQ staff to ensure consistent service standards, operating processes, reporting practices and escalation handling.
- Serve as a key link between LLSG HQ, SWDA and CDC operations to ensure alignment between policy intent, ground implementation and resourcing needs.
- Support the refinement of SOPs, templates, service guidelines and governance processes to improve consistency and audit readiness.
3. Build Partnerships and Support Jobs-Skills Outcomes
- Work with CDCs, SWDA, agencies, employers, training providers and community partners to support outreach, referrals, advisory touchpoints, jobs-skills events and training conversion efforts.
- Help identify opportunities to better integrate SFA and STA services with partner programmes, sector priorities and local community needs.
- Support coordinated district-level engagement efforts that improve access to advisory support for individuals, including underserved and priority segments.
4. Manage Team Capability and Resources
- Guide, coach and support CDC Team Leads, HQ staff and officers involved in SFA and STA delivery.
- Build team capability in areas such as advisory skills, partner engagement, service delivery, data reporting and stakeholder management.
- Support manpower planning, workload management and deployment across HQ and CDC teams to meet programme needs and peak-period demands.
5. Use Data and Ground Insights to Improve Services
- Review programme data, client feedback, partner inputs and ground observations to assess the effectiveness of engagement and advisory efforts.
- Identify trends, service gaps, client needs and improvement areas, and develop practical recommendations to strengthen programme delivery.
- Surface useful ground insights to LLSG/SWDA leadership to inform programme planning, content development, partner engagement and service improvements.
Requirements
- Possess a relevant tertiary qualification.
- Have at least 15 years of relevant work experience in stakeholder engagement, strategy formulation and policy/programme implementation with at least 5 years in leading a team.
- Applicants with deep knowledge of SWDA and LLSG's target segments, who are familiar with SkillsFuture programmes and initiatives, and have experience working with LLSG's strategic partners and collaborators, would have an added advantage.
- Possess good analytical and strategic thinking skills to proactively devise innovative and practical solutions to deliver outcomes and tackle work issues.

Key Responsibilities
Network Infrastructure & EUCD Operations
- Ensure availability, performance, and resilience of infrastructure services.
- Act as the primary in-house escalation point for infrastructure-related incidents.
- Coordinate vendors for incident resolution, change implementation, and ongoing support.
- Maintain accurate infrastructure documentation, network diagrams, and asset records.
Vendor & Service Management

You will support the planning, coordination and continuous improvement of advisory services by driving data management and reporting, stakeholder management, content development, partnership engagement, and budget tracking. The role serves as a key link between HQ, SkillsFuture Advisory (SFA) teams deployed at CDCs, and external/internal stakeholders.
Your area of responsibility entails the following:
1) Data Management, Reporting and Insights
- Consolidate, validate and manage SFA workshop and related operational data submitted by teams across all CDCs and present monthly and quarterly reports for management and stakeholders.
- Analyse workshop and service data to identify trends, performance patterns, gaps, risks and opportunities.
2) Policy, Programme and Stakeholder Coordination
- Serve as a coordination point with SSG, WSG and relevant stakeholders on policy updates, programme matters, reporting requirements and briefing needs.
- Track policy and programme changes that may affect advisory services and operations, reporting, content or delivery.
- Support internal interpretation and translation of policy/programme updates into clear operational implications for teams on the ground.
3) Content Development and Curation
- Support standardisation of core materials while allowing room for localisation where appropriate.
- Work closely with ground teams to ensure content is relevant, accurate, practical and suited to target audience needs.
- Identify content gaps and propose improvements to strengthen quality, clarity and effectiveness of materials.
- Develop, review and update presentation decks, briefing materials, workshop resources and related content materials in collaboration with SFA teams and partners.
4) Budget Tracking and Administrative Coordination
- Maintain budget records, expenditure trackers and related documentation, and work with relevant teams to ensure expenditure is properly tracked and aligned to approved purposes
- Support procurement, claims, quotations or administrative processes where required, in line with organisational procedures.
5) Continuous Improvement and Team Support
- Review workflows and identify areas to improve reporting processes, coordination efficiency, content management and operational follow-through.
- Support cross-team coordination across HQ and CDC teams to ensure smooth implementation and better information sharing.
- Contribute to special projects, management reviews, presentations and strategic workstreams as assigned.
6) Partnership and Outreach Orientation
- Identify, engage and foster new partnership opportunities through outreach to the community organisations, corporates and institutions, which include intermediaries such as professional bodies, trade associations and chambers, unions, enterprises, self-help groups to understand their training needs and cultivate meaningful relationships with the partners.
- Work across internal and external stakeholders to translate partnership opportunities into actual participation and engagement outcomes.
Requirements
- Have up to 6-8 years of relevant work experience in stakeholder engagement, data management and reporting, programme implementation and operations
- Strong analytical ability and comfort working with data, with the ability to derive insights and translate them into clear recommendations.
- Good stakeholder and partnership management instincts, with the ability to build working relationships and drive collaboration.
- Strong public speaking and presentation skills
- Good interpersonal skills, with ability to interact and manage diverse stakeholders from different levels
