Meta is seeking an experienced, organized and driven development (program) manager to join the Data Center Site Development team and help build our rapidly scaling data center portfolio.

A successful Development Manager candidate demonstrates the ability to think both analytically and strategically, to dive into the details and also assess projects from a global view, and to develop creative solutions and navigate the challenges that accompany projects of large magnitude and scale. The Development Manager is also an experienced project manager who communicates effectively, forms partnerships, and influences and drives desired outcomes with internal and external stakeholders.

Responsibilities
  • Site Evaluation & Selection
  • Evaluate opportunities for new data center sites, campus expansions, and strategic land acquisitions by conducting market assessments, including analysis of power availability, fiber connectivity, labor markets, land costs, tax environments, and natural hazard exposure
  • Lead the diligence and development process to vet prospective sites and assess site risks and opportunities by analyzing regional and site-specific information pertaining to:

  • Facilitate interpretation of regulations and assess their impact on Meta's data center footprint, operations, and future expansion plans
  • Monitor legislative and policy developments related to energy, water, land use, and data center operations, proactively identifying risks and opportunities for Meta's portfolio
  • Ensure ongoing compliance with all conditions of approval, permit requirements, and development agreements throughout the construction and operational lifecycle of each site
  • Utility & Infrastructure Negotiations
  • Facilitate negotiations with electric utility companies to secure reliable, cost-effective power supply agreements, including terms related to capacity, redundancy, rate structures, renewable energy commitments, interconnection timelines, and infrastructure cost-sharing
  • Facilitate negotiations with water and wastewater utility providers to establish supply agreements, secure adequate capacity for cooling and operational needs, and ensure compliance with discharge and conservation requirements
  • Maintain strong working relationships with utility planning and engineering teams to stay ahead of infrastructure constraints and future capacity limitations
  • Advocate for infrastructure improvements or upgrades necessary to support data center development, including transmission line extensions, substation upgrades, and water main improvements
  • Stakeholder coordination & communication:
  • Take the lead role in organizing cross-functional communications and tracking progress toward on-time delivery of projects by key internal and external stakeholders in support of site selection and development efforts

Job Description

Meta is hiring an APAC Marketing Strategic Initiatives Manager to help deliver APAC's highest-leverage marketing bets — work that is highly cross-functional, ambiguous, and new. This is an end-to-end ownership role: shape the bet, align stakeholders, mobilize cross-functional task forces, execute with rigor, and drive measurable impact across Meta's family of apps.

This is a hands-on strategic role, not a communications-only function or a program management office. You will own a portfolio of bets, lead through influence, and build durable operating leverage through AI-fluent ways of working.

You'll be part of the APAC Marketing leadership team as an individual contributor, working across markets and functions to help APAC show up as a global driver, not just a participant.

Responsibilities
  • Own critical bets: Identify and ship multi-quarter opportunities across apps and audiences, turn ambiguity into a plan (strategy, milestones, resourcing), and drive measurable outcomes with clear incrementality and testable hypotheses
  • Lead through influence: Mobilize cross-functional partners, drive decision clarity on priorities, tradeoffs, and execution — keeping bets aligned and moving without direct authority
  • Build AI-fluent operating advantage: Design and implement AI-driven workflows that improve speed and quality across synthesis, briefs, experimentation, creative iteration, and reporting — and establish repeatable mechanisms that scale beyond individual output and increase team velocity
  • Influence roadmaps as a marketing unlock: Surface product needs and leverage points from APAC execution, run a closed-loop with partners (signal → asks → plans → shipped outcomes), and turn APAC signals into scalable plays that travel across markets without losing local nuance
  • Raise the bar on execution and measurement: Set the standard for full-stack delivery; partner with Insights and Analytics to define success metrics, run tests, and translate learnings into next-bet decisions
Minimum Qualifications
  • Proven track record of APAC market knowledge and ability to translate local nuance into scalable strategies
  • Demonstrated use of AI-driven workflows that materially improved speed or quality — not just tool familiarity
  • Demonstrated analytical and operational rigour: hypotheses, success metrics, instrumentation, and learning loops
  • Bachelor's degree or equivalent practical experience
  • Experience operating at a portfolio or multi-market level
  • 12+ years of experience delivering cross-functional marketing initiatives from strategy through execution and measurement
  • Proven communication skills with the ability to produce executive-ready narratives and decision documents
  • Proven ability to lead complex, ambiguous work through influence across senior stakeholders — not just coordination or program management
  • Evidence of building repeatable operating systems that scale impact beyond individual output
Preferred Qualifications
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies

  • 10+ years of significant and relevant experience in two or more of the following: Order-to-Cash operations, revenue accounting, financial controls, risk management, or controllership — within large, fast-growing, multinational companies
  • Expert-level understanding of OTC processes (credit, collections, billing, cash application) with demonstrated breadth in at least one adjacent area: revenue risk and controls, governance, internal audit, or revenue accounting
  • Fluency in Mandarin Chinese (written and spoken) and a strong understanding of local business customs and practices in Greater China is necessary as this role will focus on Meta's China business for this team
  • Strong business acumen with a track record of partnering effectively with sales, marketing, and cross-functional leadership to drive commercial outcomes
  • Experience working with systems and tools, and demonstrated deployment of digital finance technologies (analytics, AI, RPA, etc.). Experience collaborating with geographically distributed teams across multiple time zones
